The development of the professional degree education is an important measure to optimize the structure of China's higher education and to adapt to the talent strategy, while the quality accreditation of professional degree has become a bottleneck which is restricting its scientific development. Quality accreditation is widely used abroad as an important means to guarantee education quality, and it will be the primary means to evaluate professional degree education in the future although it has just started in China. This topic focuses on five issues. Firstly, we studied on theories and methods of the quality accreditation of professional degree doctrinally, defined the concept of quality accreditation of professional degree, determined the accreditation standards, selected accreditation indicators, set accreditation procedures and other issues, built theoretical system of quality accreditation of professional degree with Chinese characteristics. Secondly, we studied the organization system of accreditation of China's professional degree education based on the quality control theory. Thirdly, we studied the identification mechanism, growth mechanism and dynamic adjustment mechanism of accreditation expert according to the Chinese culture background in order to establish the system of accreditation experts. Fourthly, we took MBA education in China as an example to build theoretical system of quality accreditation of professional degree with Chinese characteristics, looking for international cooperation and establish Chinese brands. Fifthly, we applied the expected results and hope to provide theoretical and empirical reference for the government to build a quality accreditation system of professional degree. We tried to fill up the theory blank of quality accreditation of professional degree in China, to enrich and improve the theoretical system of quality accreditation of graduate education.
发展专业学位教育是优化我国高等教育类型结构、适应人才战略的重要举措,但专业学位特定的质量保障问题已成为制约其科学发展的瓶颈。质量认证作为国际公认的教育质量保障的重要手段,将成为我国专业学位质量评价的主要方式,但我国刚刚起步,本课题重点研究:一是,从学理上系统研究专业学位质量认证的理论和方法,界定专业学位质量认证概念、确定认证标准、选取认证指标,设定认证规程等问题,构建中国特色的专业学位质量认证理论体系。二是,基于质量控制理论研究中国专业学位教育认证的组织体系。三是,根据中国文化背景,研究认证专家识别机制、成长机制和动态调整机制,建立认证专家体系。四是,以我国MBA教育为例,构建中国特色的专业学位质量认证系统,并探索国际合作,树立中国品牌。五是,应用预期成果,为政府构建专业学位质量保障体制提供理论和实证参考。本课题力争填补我国专业学位质量认证的理论空白,丰富和完善研究生教育质量保障理论体系。
本项目通过理论探索和实证研究,总结分析我国专业学位硕士研究生教育现状,准确把握我国专业学位教育质量发展的趋势,重点研究建立健全我国专业学位研究生教育质量认证体系,在国际专业认证格局中树立中国品牌,很好地完成了预定研究任务,达到了研究目标。本研究成果共分五部分:第一部分总结分析了我国专业学位教育发展的现状和问题,提出促进专业学位内涵式发展的质量认证制度构成的理论架构。第二部分,以制度变迁理论和新制度主义理论为支撑体系,以提高专业学位教育质量为设计目的,政策体系、组织体系、实施体系和文化体系等新视角提出专业学位认证制度设计的实施框架模型。第三部分,明确专业学位教育质量认证中各参与主体的地位和作用,明晰参与主体的责权关系,建立中国专业学位质量认证的组织体系。第四部分,进行实证研究,以我国MBA教育为例,应用研究成果建立了中国特色的专业学位质量认证体系,截止2017年,共有21家单位通过认证,与美国、欧洲共同构建了国际认证新格局,受到国际的关注。第五部分,研究成果实践应用转化丰富,形成中国特色的专业学位质量认证模式。本研究对促进我国专业学位教育认证工作开展,持续提高我国专业学位教育质量具有重要的理论指导和实践操作意义。
