Current difficulty lies in how to promote agricultural science and technology innovation of R&D, promotion and practical application of disjointed problem, and build the system of agricultural scientific and technological innovation organization which adapting to new requirements as its internal requirement, but also the key content of promoting agricultural development mode change. So how to build a long-term R&D mechanism under the innovation system with the cooperation interests,maximize welfare level of agricultural science and technology R&D community is remarkable. This subject in the form of new agricultural science and technology innovation organization--CARS as an example, using the complex systems,organizational behavior, collaborative innovation theory and method, system analytic R&D welfare under its collaborative innovation, then R&D welfare increase path is discussed.This topic will be:(1)Use principal component and time series regression analysis method to grasp the fundamentals and evolution laws of agricultural science and technology innovation system development;(2)With the structural equation model and simulation analysis technology,to understand the modern agriculture industry technology system R&D ability structure and the characteristics of time and space, welfare mechanism, and key factors;(3)Use the local equilibrium calculable model measure CARS’ research and development welfare ,and decomposition;(4)Use game analysis clear modern agricultural industry technology system of multiple stakeholders behavior microscopic mechanism, further defined the optimum path of collaborative innovation model system;(5)put forward collaborative innovation promotion strategy and optimization mechanism based on multivariate interests coordination target of modern agricultural industry technology system.
当前推动农业科技创新的难点在如何破解研发、推广和应用脱节的问题,而构建适应时代新特点的农业科技创新组织体系成为其内在要求,更是促进农业发展方式转变的重点。因此如何优化农业科技共同体利益协同下的创新机制,最大限度增进其研发福利值得关注。本项目以新型农业科技协同创新组织——现代农业产业技术体系为例,综合运用多学科理论与方法,探讨其研发福利水平及增进问题。本课题将:(1)利用主成分和时间序列回归分析,宏观上把握我国农业科技创新体系发展的基本面及演变规律;(2)借助结构方程模型和仿真技术,分析现代农业产业技术体系研发能力时空特征、福利产生机理及关键因素;(3)运用可计算局部均衡模型,测度现代农业产业技术体系研发福利并进行分解;(4)采用博弈分析方法,明晰现代农业产业技术体系多元利益主体行为微观机理,进而明确体系协同创新模式优化路径;(5)提出多元利益协同目标下现代农业产业技术体系研发福利增进策略。
科技领域的协同创新既是理论研究的热点,又是各国创新组织体系建设的核心内容。本项目以现代农业产业技术体系这一新型且复杂的农业科技组织形式(系统)为例,研究计划执行中在该体系协同创新机制构建、研发团队建设、经费和成果管理及研发基本状况研究的前提下,系统考察了利益协同下现代农业产业技术体系协同创新的问题,首先通过回归、泰尔指数、基尼分析等技术方法宏观上系统把握了我国农业科技创新体系发展的基本面及演变规律,进而在调查统计、文献计量和文本分析基础上,明晰了现代农业产业技术体系研发绩效产生的一般规律和具体水平、影响绩效的关键因素及多元利益主体的行为特征,为农业科技共同体创新网络相关研究提供了一个较为典型的中国范本。运用DEA-Tobit模型测度现代农业产业技术体系研发绩效水平并进行技术效率分解和影响因子的研究。通过博弈理论分析及均衡方程求解,并在借鉴典型国家经验基础上,进而给出了现代农业产业技术体系协同创新模式优化与福利增进的长效策略,相关研究结论有助于服务现代农业产业技术体系建设,未来对发挥农业科技创新在实施乡村振兴战略中的关键作用也能提供一定参考。
