欧债危机对中国金融体系的影响及启示

A well-functioning financial system plays a key role in achieving sustainable and stable economic development in China. It is more and more urgent to have a comprehensive understanding on how the financial system in China is affected by the sovereign debt crisis, as the mixed effects of both the sovereign debt crisis in Europe and the subprime crisis in the US making domestic and international economic situation more and more complicated. This is critical in macro-economic analysis and management. Professionals in such fields have to face the challenges arising from the sovereign debt crisis, and to avoid similar mistakes in developing the financial system in China. Focusing on changes in exchange rates and capital flow, in financial markets, in daily operations of banks, in prudential regulation and in macro-prudential supervision, the study endeavors to gain a comprehensive picture on the transmission mechanisms and magnitudes of which the sovereign debt crisis influences the financial system in China. The study also tries to draw lessons from the sovereign debt crisis, and provide forward-looking policy suggestions on achieving sound, stable and sustainable developments in the financial sector in China.

金融体系的健康发展，是我国经济的可持续稳定发展的重要体现。欧债危机和美债危机的交织，使得国内外宏观经济金融形势趋于复杂，分析欧债危机对中国金融体系的影响，是宏观经济分析与调控迫切需要研究的问题。如何从金融危机中汲取经验，尤其是揭示欧债危机对我国金融体系发展的启示，以健全我国金融体系结构，增强防范金融风险和外部冲击的能力，是宏观经济管理决策当局迫切需要解决的挑战性的问题。本课题将围绕汇率与国际资本流动、金融市场及其联动、银行业微观经营及其治理和宏观政策以及宏观审慎管理等视角，系统全面地研究欧债危机对中国金融体系的影响途径、影响程度及可资借鉴的启示，为促进我国金融体系的健康、稳定与可持续发展提供前瞻性的判断和决策。

欧债危机可以通过降低国外需求、影响资本跨国流动和改变商业银行资产质量三个渠道影响中国金融体系。在宏观金融管理角度，本课题分析了欧债危机以来人民币汇率波动和资本跨境流动的新变化，研究了近期引起中国金融体系资产负债表变化的原因及其政策启示。在金融市场发展层面，本课题在比较欧美中日等国债券市场发展水平的基础上，探讨了中国债券市场的发展空间和如何提高中国债券市场的国际化水平。在商业银行经营发展层面，本课题在情景分析的基础上，研究了欧债危机对我国商业银行资产质量的影响，并结合中国银行业当前的特点和国际银行业去杠杆化的背景，阐述了中国银行业应当如何积极应对挑战、把握发展机遇，以便更好地服务于我国实体经济的发展。.本课题的研究全面评估了现阶段欧债危机对我国金融体系的影响，并结合欧债危机以来国内、国际经济金融环境的新变化、新特点，为调整货币政策和金融监管要求提供了重要的决策支持，部分研究成果已被相关政府部门采纳。
