开放环境下我国高校科技评价体系研究

In order to clear the object and scope of this research, firstly we define the connotation and extension of the environment and its openness of the university scientific and technologic research, which the evaluation system depends on. We have a comprehensive research on the present situation of the evaluation for university scientific and technologic research at home and abroad, and analyses the problems of evaluation system in the traditional environment and the opportunities in the open environment. We should subdivide the elements of the evaluation system for university science and technology, including evaluation subjects, objects, purpose and so on, and refine the new elements and methods of the evaluation system in the open environment. Considering the evaluation process of three parts-----before, in, and after, we should construct a more reasonable evaluation system for university scientific and technologic research in the open environment. And then using the methods of questionnaires to find the unreasonable parts and revise the evaluation system. Base on the results of the project, we should put forward our suggestions to promote the healthy development of the evaluation for university scientific and technologic research.

项目首先对高校科学评价所赖以生存的环境以及环境的开放性内涵与外延进行界定，以便明确本项目的研究范围和研究对象；项目全面系统调研国内外科技评价指标体系的现状，分析传统环境下高校科技评价存在的问题及新媒体环境下高校科技评价面临的机遇和挑战；解析高校科技评价系统的要素构成，包括评价主体、评价对象、评价目的等等，分析在开放环境下高校科技评价系统注入的新的评价元素、新的评价手段，基于科技评价的事前、事中、事后评价过程，构建开放环境下高校科技评价模型并提炼出相应的测度指标体系；基于高校科技过程整理出高校科技评价方法概念框架；对评价主体、评价机构和组织及政府主管部门开展问卷调研，以验证和修正评价方法概念框架，最终得出开放环境下高校科技评价方法体系；基于项目研究成果提出促进我国高校科技评价的健康发展的政策建议。

高校是一个国家创新能力的重要主体，高校科技评价体系对于国家创新能力影响深远。项目对高校科学评价所赖以生存的环境以及环境的开放性内涵与外延进行界定，对高校科技创新体系分析和高校科技创新过程分析。高校科技评价体系包括评价方法和评价指标。科技评价指标的选取与赋权，会直接影响评价结果，是高校科技评价体系的核心内容。但当下，我国高校科技评价指标存在不重质量、不重效用、不重区分、不重长远等问题。与之相比，以美、德、英、法等国为代表的国际通行科技评价体系则通过科学的指标构建解决了这些问题，借此用以优化具有中国特色的高校科技评价体系。.自从1992年教育部首次在其直属的高校中设立“高等学校科技项目咨询及成果查新中心工作站”以来，越来越多的高校图书馆经批准成为教育部科技查新工作站。科技查新工作在科研人员的科研立项、成果鉴定、奖励申报等方面发挥着重要的参考作用。随着网络和科技的发展，为科技创新工作提供有力支撑，新形势下深入高校科技查新发展趋势和加强高校知识产权管理服务工作尤为重要。为此，开展了高校知识产权信息服务中心建设的评价指标研究，更好地服务于国家创新驱动发展战略。目前，高校知识产权管理存在的问题主要有，现有体制机制不能满足日益加大的知识产权信息服务需求，知识产权信息服务中心建设基础不足，缺乏成熟的高校知识产权信息服务中心运作管理经验。基于此，项目开展了相关研究，提出了建设高校知识产权信息服务中心建设的指标体系，并提出了详细的建设方案。最后，开展了高校专利信息服务实证研究和高校知识产权管理规范实证研究。对高校提高科技创新能力提出了建议。
