资源型产业碳排放损益偏离分析与区域公平发展研究

Based on the previous research, focusing on the carbon emission of resource-based industry, aiming at the superposition phenomenon of earnings is in the outside,but damage is in the inside", reveal the reason that products have been trasported outward in low-value but carbon retained in the resource areas and products have been value-added without carbon emission responsibility in the Consumption area. Based on this,this project will put forward the measuring tool for measuring the degree of deviation about economical benefits、ecological damage and fairness of carbon emissions in order to establish the recognition standard of fairness of regional development. Second, research on the characteristics and regularity of deviated benefits and damage ,then discuss the mechanism of the profit and loss deviation phenomenon in different carbon emission space. According to the international consensus of" Common but differentiated responsibility" and the two principles of the development of regional fairnessin in combination with efficiency of equilibrium,systematically build up a model of "profit and loss balance"about carbon emission of resource-based industry from three perspective that upgrading industrial structure ,promoting technological progress and adjusting ecological compensation. At the same time, aiming at the problem of carbon transfer responsibility, based on the study of source of responsibility,end of responsibility and comprehensive responsibility, focusing on the quantitative analysis of comprehensive responsibility principle, establish dynamic monitoring and early warning system for the profit and loss deviation about carbon emission of resource-based industry and the development of regional fairness in order to realize three big functions of increasing earnings , reducing the damage and regulation. The study can provide data support and lay a theoretical foundation for designing policy intervention mechanism to realize regional fair development.

本研究拟在前期研究工作基础上，聚焦资源型产业碳排放问题，针对 "收益在外、损害在内"叠加现象，揭示"资源主产区产品低值外运、碳排放留存，消费区产品收益增值、碳减排责任缺失"的损益偏离原因，开发损益偏离程度的测度工具，测算"经济收益、生态损害、碳减排公平"损益偏离度，建立区域发展公平性的识别标准；研究收益与损害偏离特征及其规律，探讨碳排放空间差异损益偏离现象的形成机理；依据"共同但有差别"承担责任的国际共识，按照区域发展公平与效率均衡相结合的两大原则，拟从产业结构升级、技术进步促进、生态补偿调节的角度，构建资源型产业碳排放"损益均衡"模型；同时针对碳转移责任划分问题，拟在源头责任、末端责任、综合责任研究的基础上，侧重综合责任原则的定量分析，建立资源型产业碳排放损益偏离与区域发展公平的动态监测预警系统，实现增收、减损、调节三大功能，为区域公平发展政策干预机制设计提供数据支撑、奠定理论基础。

本项目在前期研究工作基础上，聚焦资源型产业碳排放问题，基于新经济地理理论、区域公平等理论，运用公平性测度方法探讨区域间碳排放的动态差异，发现碳排放与经济收益之间存在“收益在外，损害留存”损益偏离现象；开发了损益偏离系数的测算工具，测度了资源型地区碳排放经济收益与生态损害间的偏离程度；分析了损益偏离现象形成的主要原因；明晰了资源型产业损益偏离现象的内涵、本质和规律；依据产业发展，将中国划分为资源型地区和非资源型地区，进一步探讨碳排放区域公平问题。在此基础上，深入研究资源型产业碳生产率、碳排放公平性与福利关系，进行资源型地区碳排放达峰预测与减排模拟研究，提出资源型产业低碳转型升级、绿色持续发展的支持机制与路径，为区域公平发展政策设计提供决策参考。
