国际贸易投资规则重构影响中国出口价值链升级：机制、效应及其路径研究

The existing international trade and investment rules cannot adapt to the new trade mode of global value chain, so the reconstruction of international trade and investment rules is the trend of the times. However, the reconstruction of international trade and investment rules would make systematic, dynamic and uncertain impacts on the upgrade of China's export value chain. There are both theoretical innovation and application value that complying with the reconstruction of international trade and investment rules in order to promote the upgrading of China's export value chain. From the perspectives of system, dynamic and uncertainty, initially the project explores the mechanism that different types of international trade and investment rules make impacts on the upgrading of export value chain. Then, the distinction between general trade, processing trade and accounting method of export value chain in domestic regional extension is analyzed, so that complex network analysis method can be used to determine the position of China in the global value chain. Based on that, from the differential impact channels of international trade and investment rules, dynamic characteristics and uncertain features, the project constructs the EVC-CGE model which consists of competitive module, technological module and dynamic module, so the model is used to simulate the impacts that all kinds of typical international trade and investment rules make on the upgrading of China’s export value chain, combined with the possible paths that China takes part in the reconstruction of international trade and investment rules. Finally, around three objectives of the upgrade of China’s export value chain, the policy paths that China adapts to the reconstruction of international trade and investment rules to promote China’s export value chain are proposed.

现有的国际贸易投资规则不能适应全球价值链贸易新模式，国际贸易投资规则重构大势所趋。然而，国际贸易投资规则重构对出口价值链升级存在系统性、动态性和不确定性影响。如何顺应国际贸易投资规则重构促进中国出口价值链升级兼具理论创新与实际应用价值。基于系统、动态和不确定性视角，项目首先探讨不同类型国际贸易投资规则重构影响出口价值链升级的机制；然后，区分加工贸易和一般贸易、区分国内区域拓展出口价值链核算方法，应用复杂网络分析方法对中国在全球价值链中的位置进行判断。在此基础上，从国际贸易投资规则的差别化影响渠道，动态特征，以及不确定特征三个层面，构建竞争效应，技术效应和动态等模块提出EVC-CGE模型，结合中国参与国际贸易投资规则重构的可能路径，模拟各种代表性国际贸易投资规则对中国出口价值链升级的影响效应，最后，围绕中国出口价值链升级的三大目标，提出顺应国际贸易投资规则重构提升中国出口价值链的政策路径。

当今世界正经历百年未有之大变局，国际贸易投资规则体系正处于前所未有的重构期，如何顺应国际贸易投资规则重构趋势，实现中国出口价值链的升级对我国从贸易大国到贸易强国的转变具有重大意义。在此背景下，本课题围绕国际贸易投资规则重构对中国出口价值链升级的影响机制、影响效应以及应对政策展开研究。主要研究内容包括：（1）基于对全球价值链发展特征、自贸协定文本以及国内自由贸易试验区经验的系统梳理，阐明国际贸易投资规则重构的基本事实。（2）深度分析中国产业国际竞争力以及不同省区、不同贸易方式参与全球价值链分工的异质性特征，发掘中国与重要贸易伙伴通过全球价值链产生的双向溢出效应。（3）通过企业出口产品升级、出口技术复杂度、区域间产业上下游关联效应、贸易协定的环境影响等主题，识别全球贸易投资规则重构对出口价值链升级的潜在影响机制和影响效应。（4）构建出口价值链CGE模型，模拟分析国际贸易投资规则重构对我国的出口价值链升级的影响。（5）总结了中国实现出口价值链升级的可行路径。本项目的研究结果加深了对国际贸易投资规则的演变趋势、中国参与全球价值链分工的位置等基本事实的认识，发现了关税政策和区域贸易协定在全球价值链分工环境下的特殊影响，对解决目前的贸易规则重组与出口升级的内在冲突问题，优化我国出口价值链攀升战略的全局部署具有重要的科学指导意义。本项目中构建的贸易协定量化数据库、全球双边产业关税数据库以及拓展的投入产出表数据库为后续研究提供了重要支持。本项目在有效保护率测度、价值链核算、区域间溢出效应、出口价值链CGE模型等方面的方法突破，推动了相关领域研究方法的发展。课题组共发表相关主题权威性学术论文18篇，其中，《The World economy》、《Applied Economics》等SSCI期刊论文7篇，《管理世界》和《世界经济》等中文权威期刊论文11篇，并形成了《决策咨询要报》高水平政策咨询报告5篇，获部省级领导批示2次，培养博士毕业生3名和硕士毕业生8名。
