Urban transport governance plays a critical role for the country and city to enhance their governance capabilities and meet many strategical challenges. Focusing on transport services and their complex interactions between system users, service providers and managing agencies, this research aims to fully utilize the emerging Big Data environment to develop a new paradigm of theoretical guidelines for modernization of urban transport governance. The research is oriented towards a new type of value-trust-based cooperative relationship among the multi-subject of urban transport services and it could help to significantly improve the collaboration, resource sharing and co-governance of transport services. Focusing on developing national strategy of urbanization, resolving real-world dilemma of public transport priority and further enabling innovation of shared travel services, this research would lead to a better theoretical framework with three collaborative governance modes of urban transport, including collaborative governance with multiple administrative agencies of intercity transport under the development of urban agglomeration, public transport priority governance with private and public partnership and the cooperation among enterprises for synchronized promotion of public benefits and resource allocation, and collaborative governance among the “government-public-enterprise” through a full integration of urban multi-dimensional shared transportation system, according to two emerging applications, namely how the urban transport could offer a proactive support for the new-type urbanization strategy in the near-term future and how different role players of urban transport could better interact and establish a win-win cooperative environment. In addition, viable alternatives and technical supporting tools of governance towards the full spectrum of legislation and information are put forward based on Big Data analysis and social experiment cases aimed to achieve a better understanding of complex driving forces and behavior response mechanism of the transport market users. This research is expected to enrich and promote a solid theoretical foundation for governance modernization of counties and cities, and it also enables a new theoretical paradigm shift and feasible implementation path toward presenting, controlling and overcoming transport “urban diseases”.
城市交通治理是提升国家及城市治理能力的战略需求和具体抓手。以交通服务为对象、权益关系为内核、大数据为支撑,研究面向交通服务多元主体价值-信任-合作新型关系的城市交通治理现代化理论,提升交通服务共建、共享、共治水平。围绕城市交通对新型城镇化战略支撑,和交通内部多元主体间协作两大界面关系,聚焦城镇化国家战略、公交优先现实困境、共享交通服务创新三类重点场域,提出三类交通协同治理模式:城市群主体形态下城际交通多行政主体协同治理、公共利益与资源配置效率同步提升的政府-企业协同和企业间协作的公交优先治理、以及面向城市多元共享出行集成的政府-公众-企业协同治理。基于大数据分析和社会实验案例,揭示各类交通主体利益驱动与行为响应机制,提出法治化治理对策与信息化赋能工具。研究成果将丰富和发展国家与城市治理现代化理论体系,并为破解交通“城市病”提供新的理论范式和实施途径。
城市交通已进入由基础设施建设转向更高质量服务体系构建新阶段。在新型城镇化战略和以数字化、智能化为代表的新科技革命的双重推动下,城市交通呈现功能定位从基础设施建设向公共服务供给转变、不同层级和属性的多元利益主体涌现、新服务模式及技术应用快速迭代等三大核心特征。以交通服务为对象、以权益关系为内核、以大数据为技术支撑,交叉融合多学科理论和方法,创新城市交通治理现代化理论体系,是当前城市交通高质量转型发展的理论与现实需求。.项目围绕城市交通对新型城镇化战略支撑和交通内部多元主体间协作两大界面关系,聚焦城镇化国家战略、公交优先现实困境、共享交通服务创新三类重点场域,解析了政府、企业、公众等多元主体间“价值-信任-合作”的治理路径机制,构建了目标-要素-杠杆-机制框架的治理对策体系。面向城市交通服务新模式和新主体,提出交通服务创新协作治理逻辑与相关利益者分析方法、交通议题多元主体认知响应的采集与分析方法、多元主体参与互动与意见网络的建模分析方法。聚焦国家战略的城市群交通服务和共享出行服务等现实问题,界定了多元利益主体的权益与责任,提出差异化的交通治理目标和治理路径、交通服务合作生产模式和共建共享路径。.项目将城市交通具有的“物理-社会-信息”三元空间属性与多源流理论的三股源流(问题源流、政策建议源流、政治源流)融合,构建了由对策体系和任务路径构成的城市交通治理基础理论体系,明确了区域交通合作治理、交通新技术治理、交通可持续发展治理、交通安全风险治理、交通人本治理等城市交通治理未来五大议题。研究成果将丰富和发展国家与城市治理现代化理论体系,促进城市及交通科学、人工智能及大数据、网络科学、社会学、法学等学科的交叉融合,为破解交通“城市病”和推动都市圈、城市群交通一体化融合发展提供新的理论范式和实施途径,助力城市治理的中国式现代化发展。
