In the global action to reduce carbon emission, China cities faces double objectives, improving urbanization and reducing emission. It is possible when high urbanization leads to the high emission. This project will focus on the low-carbon city planning and evaluation research, based on the amount and intensive control of city energy, carbon, and construction policy, to explore the way balancing city space, industry, and scale. The study will collect data from carbon satellite-ground based monitoring facility; land-use based spatial distribution; and the system indices data from building, industry, transportation and energy. The city carbon emission calculation will use the multiple carbon data, to explore the low-carbon city planning methodology with carbon constrained, and the comprehensive evaluation index model for low-carbon city development..This work will be suitable for the before, during and after planning process, to create the technology system for city carbon calculation and evaluation methodology. The study will be focusing on low-carbon city investment and benefit, energy conservation and emission reduction impacts, forming the dynamic analysis algorithm data base. That will be a scientific way to start data support optimization for the low-carbon city manager and decision maker, serving planning cases, developing scenario, spatial modification solutions. The well done of this project will help Chinese city to a more green, healthy and sustainable roadmap for the future.
在全球减排行动中,我国面临推进城镇化与减少碳排放的双重压力,极易陷入高城镇化带来高排放的困境。亟需针对城市能耗排放与建设用地总量、强度的双控要求,开展低碳城市规划及评估研究工作,探寻统筹城市空间、规模和产业的整合方法。本研究拟在耦合碳卫星等城市碳排放观测数据,城市土地利用等空间信息,以及建筑、行业、交通、能源等城市系统指标的基础上,重点围绕多维数据支撑下的城市碳排放融合算法、碳排放约束下的城市低碳规划方法和低碳城市规划综合评价指标与模型,开展相关研究工作。..本研究将面向低碳城市规划前评价、中评价、后评价的需求,突破多维数据支撑下的城市碳排放核算与评估技术,探索城市减排技术、减排成本与减排效益的互动影响机理,打造城市碳评估模型动态优化的数据平台,为不同规划方案、减排情景、空间策略提供定量化分析的评价依据和长效数据支撑方法,推动我国城市低碳、绿色、健康、可持续发展。
本课题建立的城市碳排放数据库支撑下的低碳规划综合评价指标和模型,有望从数据模型角度,为不同规划方案、减排情景、空间策略提供定量化分析的评价依据和长效数据支撑方法,助力我国城市低碳、绿色、健康、可持续发展。依托课题,出版《中国城市碳评估研究报告2018》、《低碳城市视角下的汽车共享》、《中国低碳行业发展报告-火电、钢铁、水泥》3本低碳城市和行业著作,涉及学术专著章节12篇。在Natural Hazards、Carbon Management、Journal of Cleaner Production、Atmospheric Research、国土资源遥感、遥感信息、计算机工程、测绘通报等期刊杂志上已录用和陆续发表12篇论文。申请并获批低碳城市数据分析系统V1.0、低碳城市指标预测与竞争力分析系统V1.0、城市低碳可持续发展指数综合评估系统V1.0、城市群低碳数据多维展示分析系统V1.0等5个软件著作权,申请专利1项,培养8名硕士研究生,完成了预定的考核指标。并总体达到预定目标。
