双重约束下地方政府土地出让行为对中国双重转型的影响研究

Based on latest information disclosed, the several problem of Chinese local government debt has become a potential but prominent threat to a sustained and sounding economic development. Under this circumstance, China's local government’s rational decision problem will be different from the conventional theoretical models, such as market-preserving federalism and political tournament model. On the one hand, Land offering activity is an important way to deal with the local government's fiscal gap, while on the other hand, the representative local government’s rational decision is also directly related to the configuration of industrial land and commercial land allocation structure, which will have a major impact on industrialization and urbanization, in which land is a key production factor of input. This project tries to provide a theoretical framework of local governments of competitive, in which the land offering behavior is endogenized, and employs economic modeling and empirical research methods, to explore the motive of Chinese local government’s land offering behavior under the debt pressure, and further investigate how local government’s rational choice affects the co-evolution of industrialization and urbanization of interactive. By this study, we try to deepen our understanding of the micro-foundation of China’s economic development model in the new era and the new stage of development. We also hope this research would serve to design an effective system to deal with a major practical problem, and provide a valuable reference for the comprehensive deepening reforms.

中国地方政府债务问题已经成为威胁中国经济持续健康发展的潜在风险。在此背景下，中国地方政府的目标函数将不同于常规的“市场维护型财政联邦主义模型”和“政治竞标赛模型”。出让土地既是地方政府应对财政缺口的重要方式，同时地方政府的理性决策也将直接关系到工业土地和商业用地的配置结构，必将对以土地为基本核心要素的工业化和城镇化产生重大影响。本项目将在既有地方政府竞争的理论分析框架中，内生化地方政府的土地出让行为，综合运用经济建模和实证研究方法，重点研究财政缺口与用地指标双重约束下中国地方政府土地出让行为的动机、出让模式，地方政府的理性决策将如何影响对于工业化和城镇化，试图在新的时代背景和发展阶段深化对中国经济发展模式微观基础的认识，并探讨如何通过有效的制度设计应对突出的重大现实问题，为全面深化改革提供决策参考。

中国地方政府在促进工业发展和经营城市中发挥了重要作用，同时地方债务问题已经成为威胁中国经济持续健康发展的潜在风险，是供给侧结构性改革的重要任务之一。本项目根据我国现行土地管理制度和财税制度，将地方可用的土地要素作为约束条件，设定地方政府配置工业用地和商服用地的不同收益，构建地方政府土地出让收益最大化函数，求解最优工业用地和商业用地出让结构，用以分析影响土地出让结构的因素和实证检验。.在理论分析的基础上，本项目完成了四方面的实证研究：（1）研究了工业用地和商业用地价格之间的相互影响机制，深入地揭示地方政府配置不同类型土地的行为方式，发现工业用地出让越多，相应的商服用地出让宗数、面积或出让金也越多，存在横向补贴的可能；（2）为了进一步解释地方政府出让土地的动机，本项目利用中国高铁建设这一准自然实验，发现通高铁的城市商业用地价格上涨，工业用地价格下降，表明两个土地市场存在明显不同的市场结构。（3）鉴于国有企业是地方政府管理经济的重要政策工具，本项目利用金融危机期间政府推出刺激计划政策的行为，发现刺激计划后地方政府向国有企业配置土地的行为，基本符合本项目的理论假说；（4）本项目利用地方政府通过各类政策吸引产业投资时引入了其土地配置行为，用中国中间产品的贸易结构度量中国产业结构升级，解释了中国产业结构升级和开发区升级的微观机制。.本项目的研究结果对深入了解地方政府的土地出让行为具有一定的促进作用，也能够在微观上解释中国的工业化和城市化的互动关系。基于本项目的理论和实证研究，本项目还研究了中国进入中上等收入阶段后要素禀赋结构变化与工业化的战略选择，改革开放40年来工业化与城市化互动发展对经济社会发展的多方面影响。本项目形成了中国城市微观土地交易数据库、中国高铁车站数据库和中间产品贸易指数，便于后续研究的深入。本项目在SSCI和中文权威期刊上发表3篇学术论文，以及1份政策建议报告。
