中国CIO角色效力和IT领导力的研究

As information technology becomes indispensable in modern society, Chief Information Officers (CIOs) are now playing a critical role in the development of IT/IS in Chinese enterprises. Through in-depth interviews with a large number of CIOs, it comes to our understanding that most CIOs in China are now experiencing the dilemma of "limited power and weak performance". In other words, they still lack leadership and role effectiveness. This intriguing issue has already attracted attentions of researchers in foreign countries; nevertheless, so far there is very little research conducted by the Chinese researchers. ..This research project focuses on CIO's leadership and role effectiveness. By using multiple research methods, including case study, in-depth interview, and formal survey, we attempt to theoretically define these two constructs, identify their antecedents and consequences, and analyze their interrelationships. The findings of this research will extend the existing theories about CIO research and provide rich materials for teaching and research in MIS field. It could also contribute to practitioners by guiding CIOs on how to effectively communicate with top management teams and colleagues in business units and better align the IT strategy with the company's business strategy.

随着信息社会的发展，CIO已经成为推进中国企业信息化的核心力量。本课题申请者在过去3年中举办了20余次CIO沙龙，了解到有关CIO目前存在的普遍问题之一是"弱权差评"，即CIO领导力和CIO角色效力的欠缺。在此方面，国际上近年来开展了一些相关的研究，国内的研究成果还很少，因此非常需要有效的理论指导。.本研究将重点研究CIO领导力和CIO角色效力两个问题，采用案例调研、深度访谈、问卷调研相结合的方式，从理论上清晰完整地阐述这两个问题相关的概念、影响因素和相互影响关系等。该成果是对传统信息系统理论的进一步丰富和扩充，对于管理信息系统的教学、科研等，可以提供丰富的材料。在实践上，将有助于企业CIO更好地把握自身的行动，与高层领导和业务部门进行有效沟通，从而制定合理的企业信息化战略，推动企业信息化向正确方向健康发展。

本研究通过对国内企业CIO的案例研究和数据调研，围绕以下两个理论问题展开：1）CIO如何通过有效地行使自身的法定权力和参照性权力，从而提高企业的IT领导力，使企业在信息社会更好地发挥作用。2）有哪些CIO领导力的因素对于提高CIO的角色效力产生积极的影响作用，以及如何产生这种作用？对此，项目组运用案例研究、问卷调查等多种研究方法，通过调查中国企业CIO的现状并进行分析，构建了相应的理论模型，对于CIO在业务创新中所扮演的角色、如何发挥CIO角色的有效性、如何提高CIO在企业中的IT领导力、和如何构建CIO的社会网络等问题提出了一些创新的理论，同时用中国CIO的数据和案例进行了验证。研究成果为信息系统学术领域增添了理论成果和教学材料，也有助于帮助实业界的CIO将企业IT战略与企业传略更好地匹配，并有效地与企业高层管理团队沟通。
