基于社会生态学理论的社区健康资源开发利用评价量表设计

In order to build a healthy China, much more importance should be attached to the full exploration and utilization of the healthy resources within communities, which has been badly ignored for years. Scientific and operable evaluating standards and tools are needed for resolving this problem, which is also the aim of this study. This study will use the theory of social ecology, extended model of chronic disease control and some other related research outcomes to explore and select the key indicators of the exploration and utilization of the community health resources, and design a measuring table. Both the indicators and the table will take 9 aspects into account: making supporting policies, formulating supporting environment of communities, promoting community prevention and treatment, mobilizing patients’ participation, reforming management system, reconstructing the service regulation and procedure, satisfying resource demand，building professional team and promoting community health level. This study will use the measuring table in field investigation, evaluate the performance of exploration and utilization of community health resources, analysis the existing and potential problems and provide related advices and policy suggestions to resolve these problems..This study can not only clarify the key factors of the exploration and utilization of community health resources and the relationship within those factors on the basic of which the conceptual model and theory frame can be formulated, but also provide scientific operation standards and evaluating tools for the community health centers and also provide basis and evidence for the government to make related policies.

健康中国建设必须充分开发利用社区健康资源，但这却被严重忽视。要解决这个问题首先要有科学、可操作的标准和评价工具，本研究正是试图填补这一空缺。研究将综合运用社会生态学理论、慢性病管理扩展模型等研究成果，从制定配套政策、营造支撑环境、推动社区防治、调动患者参与、改革管理机制、重构服务规程、保障资源需求、建设专业团队和促进社区健康9个维度发掘和遴选社区健康资源开发利用的关键指标并制定相应的评价量表。研究还将运用所产出的量表开展现场调查；评价样本社区健康资源开发利用现状、发现存在问题；提出解决问题、促进社区健康资源开发利用的政策和策略。.本研究的开展不仅有助于社区卫生服务中心理清社区健康资源开发利用所需的关键要素及各个关键要素之间的关系，形成社区健康资源开发利用的概念模型及理论框架，而且能够为社区卫生服务中心提供科学有效的社区健康资源开发利用的操作标准和考核工具，并为政府制定相应政策提供线索依据。

本研究从制定配套政策、营造支撑环境、推动社区防治、调动患者参与、改革管理机制、重构服务规程、保障资源需求、建设专业团队和促进社区健康9个维度设计出评价量表用于社区健康资源开发利用现状，促进社区健康资源开发利用的政策和策略。本研究的开展有助于社区卫生服务中心理清社区健康资源开发利用所需的关键要素及各个关键要素之间的关系，形成社区健康资源开发利用的概念模型及理论框架，而且能够为社区卫生服务中心提供科学有效的社区健康资源开发利用的操作标准和考核工具，并为政府制定相应政策提供线索依据。
