基于业务流程再造的科技期刊数字化出版模式研究

To meet the needs of science and technology periodicals systems reform, facing the opportunities and challenges of digitalization and internationalization, the adaptive theories, rules and policies for reform and development of science and technology periodicals are researched，and the relative standards are discussed. By comparing study on domestic traditional periodicals and digital periodicals,and study on international open access and digital publishing, the process and problems in digitalization of publishing modle of science and technology periodicals in China are discussed. Guided by the theories of Business Process Reengineering, exampled with the editorial department and whole journal industry, and the aim is to promote the performance indictors "quality" , "velocity","cost" and "service",and build comprehensive evaluation model. the cubic mutual multi- media digital publishing mechanism is studied,which combining the study on business process digitalization,the digital publishing platform frame is studied,which combining the study on process organization structure. As the empirical research for digital publishing model, the construction of national digital publishing base for universities science and technology periodicals is discussed，propose the digitized multimedia publishing model. It is hoped that the digital publishing model suitable for science and technology periodicals in China is proposed, and the concrete solving methods for the principal contradiction in reform and development of science and technology periodicals are obtained to provide guidance for journal industry development and reference for management decision-making.

为了满足我国科技期刊体制改革的要求，根据科技期刊面临的数字化、国际化的机遇和挑战，本研究以科技期刊改革与发展中的适用理论、法规和政策为指导，对相关出版关键科学问题进行探讨。通过传统期刊与数字期刊的国内比较研究以及开放存取-数字出版的国际比较研究，探讨我国科技期刊数字化出版的差距和行业发展路径。以业务流程再造理论为指导，从科技期刊编辑部微观层面和行业宏观层面两个视角，重点研究提升"质量"、"速度"、"成本"和"服务"四个绩效指标，建立数字化综合评议模型；结合业务流程数字化研究科技期刊的多媒体立体互动数字化出版机制，结合科技期刊的过程型组织结构研究科技期刊的数字出版平台架构,构建科技期刊数字化出版模式。作为实证研究，探讨高校科技期刊国家级数字出版基地建设。本研究希望能够提出适合我国实际的科技期刊出版模式，找出科技期刊改革和发展中主要科学问题的解决办法，为行业发展提供指导，为管理决策提供参考。

根据我国科技期刊行业面临的数字化、国际化的机遇和挑战，为了适应科技期刊体制改革的新形势要求，加速科技期刊行业的融合发展和国际化进程，使科技期刊在推动科技进步、促进创新发展方面发挥更大作用，本项目以科技期刊改革与发展中的法规和政策为依据，以管理学相关理论为指导，特别是按照业务再造理论的要求，对科技期刊数字化出版模式构建过程中的关键科学问题进行探讨。.通过传统期刊与数字期刊的国内比较研究以及开放存取-数字出版的国际比较研究，探讨我国科技期刊数字化出版模式上的差距和存在的问题。在供应链管理理论指导下,对科技期刊供应链纵向合作关系的演化博弈进行研究。以业务流程再造理论为指导，从科技期刊编辑部微观层面和行业宏观层面两个视角，重点研究提升“质量”、“速度”、“成本”和“服务”四个绩效指标，探讨基于读者感知视角的网络化科技期刊质量影响因素，分析跨媒体出版出版供应链绩效评价指标。建立基于AHP和PCA的数字化综合评议方法及模型，充实基于知识扩散理论的网络科技期刊影响力评价体系和方法。结合业务流程数字化研究科技期刊的多媒体立体互动数字化出版机制，重点研究网络学术期刊的核心竞争力形成机制和演化机理，以及网络学术期刊核心竞争力评价方法及模型，结合科技期刊的过程型组织结构研究科技期刊的数字出版平台构建，提出了现阶段科技期刊的融合出版模式。.分析高校科技期刊的行业发展路径，探讨高校科技期刊国家级数字出版基地以及数字化学术期刊监管平台建设，从实证研究角度对科技期刊数字化出版模式进行深入研究，在此基础上向教育部提出了咨询报告和政策建议。.通过数字化出版模式的专题深入研究，引导科技期刊行业构建适合我国实际的融合发展模式，解决科技期刊出版实际中迫切需要的关键科学问题，为编辑部指出生存之道和发展思路，给管理部门提出可操作性的政策建议，从而指导科技期刊行业的文化体制改革和数字化转型，推动科技期刊行业良性可持续发展。
