国家创新体系国际化政策协同机制、过程模型及效应评估研究

Along with the new situation of deepening development of science and technology globalization, profound changes of global technology innovation pattern and increasingly drastic competition of global technology, this study described the urgent needs for Chinese economic and social transformation and implementation of innovation-driven development strategies. Taking Chinese science and technology innovation internationalization policy and its policy for research object, on the basis of “process-tool” two dimensional analysis theories and models of public policy subject, the strategic orientation, policy functions and policy types of national innovation system internationalization were analyzed. Then, this study discussed the cooperation mechanism, process mechanism and affecting factors of national innovation system internationalization policy; and constructed the classification system, process model and effect assessment system of national innovation system internationalization policy with Chinese characteristics. Furthermore, the exemplary assessment of China’s national innovation system internationalization policy was carried out, in order to enrich and develop the theory system of public science and technology policy and the theory of national innovation system, and then to provide theoretical guidance and demonstrational gist for the formulation and implementation of China’s national innovation system internationalization strategies and policies.

本研究结合科技全球化深化发展、全球科技创新格局深刻变化、全球科技竞争日益加剧的新形势，针对我国经济社会转型和实施创新驱动发展战略的紧迫需求，基于公共政策的“过程—工具”二维分析理论和模型，以中国科技创新国际化政策及其演进为研究对象，分析国家创新体系国际化战略定位、政策功能和政策类型，探讨国家创新体系国际化政策协同和政策过程机制及其影响因素，构建具有中国特色的国家创新体系国际化政策分类体系、政策过程模型和政策效应评估体系，并开展针对“十二五”以来中国国家创新体系国际化政策效应的示范性实证评估，以丰富和发展公共科技政策理论体系和国家创新体系理论，为制定和实施中国国家创新体系国际化战略和政策提供理论指导和实证依据。

本研究界定了国家创新体系国际化的概念内涵，构建了国家创新体系国际化理论分析模型，系统分析了国家创新体系国际化政策功能；基于政策工具理论，结合中国国家创新体系国际化的特点与战略需求，构建了国家创新体系国际化政策分类体系，揭示了国家创新体系国际化政策协同机制；分析和总结了我国科技创新发展不同阶段国家创新体系国际化政策演进特征，构建了中国国家创新体系国际化政策过程模型，分析了各阶段的影响因素和影响机制，为优化国家创新体系国际化政策过程和决策机制提供了理论指导；基于循证式的评估模型以及多元化的评估手段和方法，构建了中国国家创新国际化政策效应评估体系，开展了针对近40年来中国国家创新体系国际化政策效应的示范性评估，提出国家创新体系国际化的总体思路、战略目标、战略重点和政策措施，为制定和实施我国科技创新国际化战略，改进创新国际化的战略管理，提升我国创新国际化水平和能力提供决策依据。
