我国地方财政结余对财政支出周期性影响及其机制研究

In the context of exacerbation of China's current economic downturn and fiscal pressure, it is urgent to adopt local fiscal slacks to promote counter-cyclicality of fiscal expenditure. However, did China's local fiscal slacks have a counter-cyclical effect on fiscal expenditure? What is the mechanism and channel for the cyclical impact of fiscal slacks on fiscal expenditure? What are the incentives and constraints for the counter-cyclical effect of fiscal slacks.There is still no systematic theoretical and empirical research on these issues. To this end, this project will first describe the trends of China's local fiscal slacks and fiscal expenditure cyclicality, and then construct a comprehensive theoretical framework to explain and examine the cyclical effect,its working mechanism and political and fiscal incentives of fiscal slacks on fiscal expenditures. At last, based on the results of empirical examination as well as the international experience of fiscal slacks management, this project will propose practical path and policy recommendations for improving the counter-cyclical effects of local fiscal slacks in China. This project will expand the theoretical depth and research insight of the cyclical impact of fiscal slacks and provide policy guidance for the Promotion of counter-cyclical effects of local fiscal slacks on fiscal expenditure.

在当前经济下行压力加大，财政收支矛盾突出的背景下，积极的财政政策应提高财政支出的逆周期性，亟待地方政府进一步盘活财政结余资金以助力财政支出的逆周期调控。那么，地方政府财政结余是否有助于增强财政支出的逆周期性？地方财政结余对财政支出周期性影响的作用机制与渠道是什么？财政结余对财政支出的逆周期效应的动力和阻碍有哪些？这些问题尚缺乏系统的理论解释和实证研究。为此，本项目研究首先分析了我国地方财政结余与财政支出周期性的演变趋势，继而构建综合性理论分析框架，解释并实证检验中国地方财政结余对财政支出周期性的影响、作用机制及其政治与财政激励机制。最后，基于实证检验结果，结合国际经验借鉴，本项目提出改善我国地方财政结余的支出逆周期效应的实践路径与政策建议。本项目研究有助于拓展财政结余的支出周期性影响的研究视角和理论深度，为完善我国地方财政结余的支出逆周期效应提供了政策支持。

近三年来，由于经济增速放缓、退税减税政策以及新冠病毒疫情等因素的影响，财政收入增幅下滑，部分地区甚至出现负增长，财政收支压力空前加剧。保持财政稳定较为可行策略就是动用财政结余资金和预算稳定调节基金。我国庞大的地方财政结余资金为地方政府实施财政逆周期调控提供了充足的资源。本项目的核心研究内容及其成果包括以下四个部分：（1）构建了理解中国地方财政结余对财政支出周期性影响的本土化理论分析框架；（2）分析我国地方财政结余与财政支出周期性系数演变趋势的相关数据；（3）通过计量模型实证检验了我国地方财政结余对财政支出性的影响效应，影响机制以及财政与政治激励因素的调节效应。（4）率先整理了我国省级预算稳定调节基金收支数据，分析了收支规模的决定因素及其对地方财政稳定的影响。（5）给出了改善我国地方财政结余与预算稳定调节基金制度的制度安排与政策建议。基于上述研究领域，本项目共发表期刊论文11篇，其中SSCI论文2篇，CSSCI论文9篇，出版专著1部。同时邀请了澳大利亚迪肯大学、香港教育大学等高校知名学者与青年教师线上线下就本课题进行了深入交流探讨。所取得的学术成果在国内外财政结余研究具有一定创新意义，受到了地方财政研究、中国行政管理等学术杂志的高度关注和多位学者的赞同。
