二三产业协同集聚形成的动力机制与空间外溢效应研究

Surrounded by a series of constraints of our country's industry upgrading,this project starts from discrete spatial distribution of industry chain to research the driving factors,intrinsic mechanisms and spatial spillover effect of coagglomeration of secondary and tertiary industries, taking spatial cross and spatial spread of industry cluster in China's coastal areas as analyze objects, and put forward policy recommendation to promote coagglomeration of secondary and tertiary industries from the perspective of spatial coupling. The main innovation of this project lies in:(1)This project builds a research framework of coagglomeration of multi-industry,beyond a research paradigm of a single industry agglomeration,(2)This project has a breakthrough of limitation of a single region, broadening the horizons of industrial agglomeration research,making it possible to take space continuum as the research object, and also make up for the study of industrial agglomeration boundaries of space shortage,(3) This project raises a suggestion to restructure space to promote coagglomeration of secondary and tertiary industries, opening up a new path to realize industrial upgrading

本研究是在目前我国产业升级面临一系列制约因素的背景下，以中国沿海发达地区的产业集群空间跨越和空间蔓延现象为分析对象，以产业链空间分布离散化为切入点，研究二三产业协同集聚形成的驱动因素、内在机制和空间外溢效应，并从空间耦合视角提出推进二三产业协同集聚的政策建议。项目的主要创新点在于：（1）通过对二三产业协同集聚形成机制的研究，课题构建了多元产业协同集聚的研究框架，超越了单个产业集聚的研究范式，进一步丰富和完善了产业集聚理论；（2）基于二三产业协同集聚空间外溢效应的研究，课题突破了过去研究产业集聚只集中在单个区域范围的局限性，拓宽了产业集聚的研究视野，将空间连续体作为研究对象成为可能，同时，也弥补了对产业集聚空间边界研究的不足；（3）在推进产业升级的路径上，课题提出了通过空间结构调整，促进空间耦合，实现二三产业协同集聚，从而开拓了通过非同质空间板块（区域）间的连接和联动实现产业升级的新路径。

本课题在工业经济向服务经济转变的全球产业发展背景下，以中国二三产业协同集聚和区域都市化为切入点，以回避产业集群风险、促进产业结构优化升级和二三产业协调发展为导向，通过对新经济地理学理论的拓展深化，综合产业经济学和城市经济学构建理论框架，同时运用动态和静态分析，中外比较分析来研究二三产业协同集聚的动力、机制、空间外溢效应和政策，探求符合中国实际的二三产业协调发展的途径。研究主要集中在以下几个方面：1.在新经济地理学的分析框架下，本课题从“产业-空间”两个维度研究了二三产业协同集聚形成机制，从将研究视角从单个产业集聚拓展至多元产业协同集聚分析框架；2.互联网驱动下二三产业协同集聚的形成机制。在工业经济时代，二三产业协同集聚研究主要基于传统的集聚理论分析范式，而在互联网经济时代，突破了时空约束，使得二三产业协同集聚表现出了新的形成机制和空间效应；3.二三产业协同集聚存在空间外溢效应，受二三产业交易成本制约，这种空间外溢存在区域边界，不同城市群的空间外溢的区域边界也存在较大差异；4.二三产业协同集聚除了具有互补效应外，还具有挤出效应。由于产业间在行业属性、发展环境等方面存在异质性，不同部门的发展需要特定性要素为支撑，而空间的有限性则成为部门间争夺的重叠性要素，从而使得二三产业在单个区域内形成了挤出效应。
