乡村振兴中生态资本的投资绩效评价与投资模式创新研究

Good ecological environment is the biggest advantage and precious wealth of the countryside. Rural ecological rejuvenation is an important strategy for building a moderately prosperous society in all respects. Faced with increasing resource constraints, severe environmental pollution and a deteriorating ecosystem, the ecological capital concept of lucid waters and lush mountains are invaluable assets is becoming increasingly popular. Based on the theory of ecological capital investment and the practice of ecological capital investment, the research will discuss the performance evaluation of ecological capital investment and the innovation of investment model in rural rejuvenation. According to the economic logic of investment, the ecological capital investment performance is decomposed into ecological capital accumulation performance and ecological capital output performance. The research will design the input-output index system of ecological capital investment, and build the ecological capital investment performance model. Based on the analysis of influencing factors on the performance of ecological capital investment, the research will reveal the internal mechanism of ecological capital investment model innovation. From two aspects of ecological capital accumulation performance and ecological capital output performance, the research will explore the countermeasures to innovate the investment model to improve the ecological capital investment performance. The objectives of research are to innovate the model of ecological capital investment and to encourage the ecological capital investment. The research will provide theoretical support for expanding the supply of ecological products, realizing rural ecological rejuvenation and building a beautiful China.

良好生态环境是农村最大优势和宝贵财富，乡村绿色振兴是全面建成小康社会的重大战略。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，绿水青山就是金山银山的生态资本理念日益深入人心。本项目基于生态资本投资规律与生态资本投资实践，深入探讨乡村振兴中生态资本的投资绩效评价与投资模式创新问题。按照“投资—资本—产出”的经济学逻辑，将乡村生态资本投资绩效分解为生态资本积累绩效和生态资本产出绩效；在对生态资本积累绩效、生态资本产出绩效进行评价的基础上，分析乡村生态资本投资绩效的影响因素，探析乡村生态资本投资模式创新的内在机理；从生态资本积累绩效和生态资本产出绩效两个方面，提出乡村绿色振兴中生态资本投资模式创新的政策需求，因地制宜地给出创新投资模式以提升生态资本投资绩效的对策建议。旨在创新生态资本投资模式、激励生态资本投资力度，为扩大生态产品供给、实现乡村绿色振兴提供理论依据和决策参考。

生态振兴是乡村振兴的重要支撑，良好生态环境是农村最大优势和宝贵财富，乡村生态振兴是促进农民农村共同富裕的重要举措。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，绿水青山就是金山银山的生态资本理念日益深入人心。本项目基于生态资本投资规律与生态资本投资实践，深入探讨了乡村振兴中生态资本的投资绩效评价与投资模式创新问题。按照“投资—资本—产出”的经济学逻辑，将乡村生态资本投资绩效分解为生态资本积累绩效和生态资本产出绩效；在对生态资本积累绩效、生态资本产出绩效进行评价的基础上，分析了乡村生态资本投资绩效的影响因素，探析了乡村生态资本投资模式创新的内在机理；从生态资本积累绩效和生态资本产出绩效两个方面，提出了乡村绿色振兴中生态资本投资模式创新的政策需求，因地制宜地给出了创新投资模式以提升生态资本投资绩效的对策建议。在此基础上重点研究了乡村振兴中生态资本的投资模式、乡村生态资本投资绩效分解及其评价模型构建、区域生态资本投资绩效评价、农业生态资本运营的福利效应、农业生态资本运营效率测度与影响因素、农业生态资本投资效应的空间溢出、乡村生态资本投资绩效评价及其影响因素、生态资本投资模式创新等内容。依托本项目研究发表期刊论文10篇、会议论文1篇，完成博士学位论文2篇、硕士学位论文2篇，研究期间课题组积累了丰富的研究经验，扩大了学术影响，培养了青年科研人员。总体来看，本项目研究对乡村振兴中生态资本的投资绩效评价与投资模式创新问题进行了有益探索，为扩大生态产品供给、实现乡村生态振兴提供了理论依据和决策参考，达到了预期研究目的。
