环境规制作用下产业结构演进的动力机制与路径选择研究：基于企业决策视角

The relationship between environmental regulation and industrial structure evolution is not only a problem to be solved urgently in the field of green development, but also an important foundation to get rid of path dependence for extensive economic growth to solve the contradiction between the economy and environment. Can the implementation of environmental policy promote the evolution of industrial structure effectively against the background of the "dilemma" of maintaining growth and promoting emission reduction? Based on this, we build an analytical framework of environmental regulation, enterprises decision-making and industrial structure evolution to explore the influence mechanism and path selection of environmental regulation on industrial structure evolution from the perspective of enterprises decision-making. Firstly, we build a mathematical model of production decision-making for enterprises to deal with environmental regulation. We investigate the dynamic mechanism of industrial structure evolution from the micro-level, namely, the scale reduction of backward enterprises, the location shift of pollution production and the technological innovation of incumbent enterprises. Secondly, we introduce the nonlinear model for empirical test. On the one hand, we verify the threshold of environmental regulation driving industrial structure evolution from the macro-level. On the other hand, we deconstruct the specific path of industrial structure evolution from the enterprises level. Finally, by conducting the simulation evaluation and factor analysis for the industrial structure effects of environmental policy, we put forward some countermeasures to promote the evolution of industrial structure from three aspects of the subject, the transmission path and the object of environmental regulation. So we can provide theoretical basis and decision reference for the win-win of environmental protection and economic transformation.

环境规制和产业结构演进的关系既是绿色发展领域一个亟待解决的问题，也是摆脱传统的经济与环境相对立的粗放型增长路径依赖的重要基础。在保增长、促减排这一“两难”背景下，环境政策的实施能否有效助推产业结构演进？基于此，本课题通过构建环境规制-企业决策-产业结构演进的分析框架，从企业决策视角探究环境规制对于产业结构演进的影响机理与路径选择。首先，构建企业应对环境规制的生产决策数理模型，从微观层面考察产业结构演进的动力机制——落后企业规模缩减、污染生产区位转移与在位企业技术创新。其次，引入非线性模型进行实证检验，一方面，从宏观层面验证环境规制驱动产业结构演进的门槛值，另一方面，从企业层面对产业结构演进的路径选择进行微观解构。最后，对环境政策产业结构效应进行模拟评估与因素分析，从环境规制主体、传导路径和客体三方面提出促进产业结构演进的对策，为实现环境保护与经济转型的双赢提供理论依据和决策参考。

碳达峰和碳中和的目标背景下，“绿色、低碳”将是高质量发展的重要特征，面对经济增长速度换挡和环境问题日益严峻的困境，产业结构调整被认为是协调经济和环境的核心变量之一。因此，如果能够以环境规制作为产业结构调整的内在激励，将对于实现经济发展与环境保护的双赢具有重要意义。基于此，本项目构建了环境规制-企业决策-产业结构演进的分析框架，打开环境规制约束下微观企业行为的“黑箱”，探讨促进产业结构演进的长效机制。本项目主要进行了以下研究：（1）动力机制探讨，通过在异质性企业框架下引入环境规制约束，从企业转移和技术创新视角探讨了环境规制驱动产业结构演进的动力机制。（2）微观路径检验，通过宏观层面和微观层面的匹配数据，从落后企业退出和在位企业调整双重视角验证了环境规制作用下产业结构演进的具体路径。（3）政策效果评估，从贸易结构优化、就业结构升级和产能过剩治理三方面进行政策效果的模拟评估，提出政策工具的有效组合方式。基于以上研究，项目得到了如下结论：（1）环境规制强度的提高，将显著增加企业发生迁移行为的概率，并引致企业进行技术创新，企业污染转移和技术创新构成了地区产业结构演进的动力机制。（2）环境规制强度的提高，增加了企业的存活生产率，从而加速僵尸企业的退出，并对在位企业的产能利用率产生显著的正向影响，以此构成落后企业退出和在位企业调整的双重路径选择。（3）由于各类企业对于环境规制的敏感性不同，环境规制变动会造成出口贸易的结构调整效应；环境规制引致“棕色失业”和“绿色就业”并存，以此促进就业结构的优化升级；环境规制可以实现过剩产能治理，并且能够缩小企业间产能利用率的差距，提高资源配置效率。该项目的科学意义在于：以企业决策为切入点，探究环境规制如何成为推动产业结构演进的内在激励，理论和实证研究的结论既拓展了绿色发展研究的新视角，也为实现经济发展与环境改善的双赢提供了理论依据和决策参考。
