城市郊区土地流转与土地-户籍-财税体制联动改革

Based on our team’s research on suburban land transfer issues, this study will study the current status, the existing problems, and the influence mechanism of suburban land transfer in China, and examine the impact of suburban land transfer on farmer’s income, citizenship of immigrants, and revenue of local government. This study will present further reform design and supporting policy, which include introducing the reform of zonal expropriation and land readjustment in suburban land transfers so that farmers in city fringe can benefit from providing housing for migrants workers from the countryside. In order to cooperate with main study of land transfer issue in China，reform measures of suburban land transfer will achieve the following objectives simultaneously: realization of the permanent migration of rural surplus labor, farmers in suburban can increase their property income, and local government generate revenue from suburban land transfer.

基于课题组在城市郊区土流流转方面的研究积累，本课题将对城市郊区土地流转的现状、现存问题和影响机制等问题展开研究，分析郊区土地流转对土地所有者收入、流动人口市民化和地方政府财政收入的影响，在此基础上提出郊区土地流转改革方案及配套措施，通过城郊区段征收与市地重划推动集体建设用地入市，推动城中村和城郊村为流动人口提供基本住房，并通过财税机制改革让地方政府从郊区土地流转中获得其他财政收入，并配合总课题的研究，使改革举措同时实现流动人口实现永久性迁移、郊区农民获得更高的财产性收入、地方政府从土地流转获得财政收入的目标。

本课题在总结各地城市郊区土地流转机制的基础之上，深入研究了郊区土地流转同纯农区耕地流转、纯农区建设用地流转及乡村建设、流动人口永久迁移、地方财政收入之间的深刻关系，最后以城市郊区土地流转改革为突破口，为中央和地方政府提供系统解决农地流转和农民增收问题的改革方案及配套政策。这些改革措施旨在通过革新城市郊区建设用地流转机制，解决流动人口的住房和公共服务问题，实现流动人口永久迁移，并探索郊区土地流转收益返还纯农区的机制，促进已经落户城市的农村居民有偿放弃承包地和宅基地，为纯农区的规模化经营和建设用地集约利用提供发展资金，最终实现城乡土地资源的优化配置和农民收入的快速增加，乃至推动中国城镇化道路的健康发展。
