医疗健康网站信息可信度与质量控制研究

The way people interact with medical and health information has been changed by means of the Internet. As the most used information type on the Internet, the medical and health information whose misuse and abuse will result in the most serious consequences need most high quality assurance. This project will research on the principle, the mechanism and the strategies of quality control for the medical and health websites that focus on determining and advancing the information credibility; explore to build the basic principal of the information credibility and the quality control of the medical and health websites under the conditions of the new media; discover the influencing factors and their function mechanism of the information credibility and its quality; analyze the examination model, construction standards of the information credibility and the mechanism of the quality control; propose the schemes and measures of the quality control to determine and advance the information credibility of medical and health websites. This project will base on the actual situation in China and learn from advanced international experience. By means of researching the comprehensive solution of quality control for medical and health websites with scientific theory supported, the project is expected to provide management systems and approaches for decision-making and management sections, standards and guidelines for website builders, tools that can identify and filter low credibility information for users, and ways and means to participate in the management control activities for the third-party organization and the society. This project will contribute to promoting the social recognition of credibility construction concept of Chinese medical and health websites, and boosting the quality of the Chinese medical treatment and health websites.

因特网改变了人们与医疗健康信息的交互方式，作为因特网上使用量最大而误用滥用后果最为严重的信息类型，医疗健康信息最需要高质量的保障。本课题研究以信息可信度的判定和提升为核心的医疗健康网站质量控制机理、机制和策略，探索建立新媒体条件下医疗健康网站信息可信度和质量控制的基本原理，发现其信息可信度和信息质量的影响因素及其作用机理，分析信息可信度考察模型、建设标准和质量控制机制，提出判定和提升医疗健康网站信息可信度的质量控制方案和措施。项目将借鉴国际先进经验、立足中国实际，期望通过研究科学理论支撑的、医疗健康网站质量控制的综合治理方案，为决策管理部门提供管理制度和手段、为网站建设者提供标准和指南、为用户提供识别和过滤低可信度的工具、为第三方机构和社会提供参与管理控制活动的方式和方法。项目的研究有助于提升我国医疗健康网站可信度建设理念的社会认知，促进我国医疗健康网站质量水平的提高。

项目采用文献调研、网络调研、专家咨询、用户调研、模型计算等方法，对国内外医疗健康网站的信息质量状况以及各种质量控制和信息治理措施进行了广泛的调研，对研究素材进行了精细化的整理，深度分析了医疗健康网站信息可信度和信息质量问题的原因和影响因素，结合国际国内先进理论和实践经验，分析了医疗健康网站信息质量控制的机理、机制和策略，研究了信息可信度计算模型、网站建设标准和质量控制方法。项目还以医院网站为对象，实际开展了3年的、对近2000家医院网站评估工作，以便了解我国医疗健康网站建设质量并探索评估方法在促进医疗健康网站建设质量的提升中的作用。项目提出了医疗健康网站信息可信度判定的有效方法和医疗健康信息质量治理的综合措施。..项目组发表期刊论文15篇、会议论文1篇，其中包括在权威期刊发表论文2篇、EI收录的论文1篇，CSSCI收录的论文12篇，人大复印报刊资料全文转载4篇，其他刊物全文转载论文1篇。完成了学术专著1部和评估报告3份。作特邀报告和大会学术报告19次、大会分组报告2次、国际会议墙报展示1次；主持人指导完成健康信息相关的博士论文3篇、硕士论文17 篇。..项目的重要成果和应用价值：1）对权威研究素材的全面掌握和深入分析；2）确定了网络健康信息质量控制内在和外在的影响因素，为质量控制的实施奠定基础；3）建立了网络健康信息信任模型并开展了可信度优化研究；4）阐明了医疗健康网站信息可信度识别和质量控制理论基础和实施方法；5）明确提出了网站健康信息综合治理的方向和重点；6）建立了医院网站评估的科学模型，并在中国首次开展了全国范围的医院网站评估，结果向社会公布；7）研究成果应用价值体现在：为各方利益相关人识别网站医疗健康信息的可信度，判定医疗健康信息质量、参与网络健康信息综合治理、促进网络健康信息环境的良性发展提供思路。
