社会资本视角下农村基层干部职业流动机制研究

Grassroots officials are a group of typical political elites, and as they are considered the gatekeepers of grassroots politics, they are in a position to influence the quality of governance at the grassroots level. Either putting too much efforts on quantitative study or ignoring culture factors, current studies failed to find out the mechanism of political elites' career mobility. Going beyond current pradigm in elites studies, this project tries to identify and provide suggestions from the perspective of social network to interpret the impact of social capital on the career mobility of grassroots officials in rural China. Meanwhile, the project adopts the "Multiple Logics of Institutional Change" approach and offers a theoretical model to explain the patter of career mobility of grassroots officials. It argues that the dynamic of career mobility of grassroots officials in rural China is a result of the interaction of several institutional factors. Finally, this project tries to shed light on the building of grassroots political regime based on the theoretical and empirical study.

农村基层干部的职业流动关系到基层政府的运行与治理质量，也影响到国家基层政权建设和农村社会稳定。梳理文献发现，既有的研究在研究范式上过于依赖统计分析验证、在研究内容上忽视文化因素对于政治精英职业流动的影响，是造成当前政治精英流动研究"片段化"特征明显、政治精英职业流动机制不清晰的主要原因。在扎实田野调研与问卷调查基础上，本课题试图阐明社会资本对农村基层干部职业流动的影响及其模式；同时，采用多重制度逻辑视角，强调多重制度逻辑之间的相互作用，建立宏观制度逻辑与微观群体行为之间的联系，解析在"国家制度安排"、"基层政府运作逻辑"、"中国乡土文化"共同作用下的农村基层干部职业流动的机制和过程；最后给出完善基层干部职业流动机制、加强国家基层政权建设的政策设计方案与制度安排。

本项目的核心成果包括四个部分内容：（1）构建解释农村基层干部职业流动的本土化社会资本理论分析框架；（2）阐明农村基层干部职业流动的模式；（3）解析在“国家制度安排”、“基层政府运作逻辑”、“中国乡土文化”共同作用下的农村基层干部职业流动的机制和过程；（4）给出完善基层干部职业流动机制、加强国家基层政权建设、改善社会管理的政策设计方案与制度安排。基于以上研究领域，共发表期刊论文3篇（包括China Studies领域世界排名第一的SSCI期刊论文1篇、公共管理学著名CSSCI期刊论文1篇），多篇会议论文荣获“优秀论文奖”。同时邀请美国丹佛大学、香港科技大学知名教授访问哈工大就课题进行了深入交流探讨。所取得的学术成果也引起了海内外著名学者如日本法政大学菱田雅晴教授、美国加州大学洛杉矶分校中国研究中心主任阎云翔教授、香港城市大学人文社会科学学院院长臧小伟教授的赞赏和推崇。
