民族地区优质数字教育资源均等化配置机制研究：系统动力学建模与政策仿真

Optimal allocation of digital education resources is the key to taking efficient advantage of high-quality digital education resources, and also one of the most urgent problems to be solved, in the practical and theoretical research of basic education informatization. This project is to explore the formation mechanism and solutions of non-equalization allocation of high-quality digital education resources in ethnic counties. System dynamics method and performance technology will be introduced into the field of basic education informatization. A system dynamics model on the allocation mechanism of digital education resources will be constructed in the project.. First, we will utilize systematic thinking to analyze the characteristics, structure and operation process of digital education resources allocation. An evaluation model for the application performance of digital education resources will be constructed. Whereafter, we will make a large sample survey of the use of digital education resources in several ethnic counties in Yunnan Province.. Second, we will analyze the key factors that affect the performance of digital education resources allocation. The endogenous, exogenous, and state variables of the allocation system will be determined. On the basis of this, we will find the causal feedback structure on the allocation system of digital education resources and construct the system dynamics model.. Third, we will test the system dynamics model using the data of the representative ethnic counties. In addition, the system dynamics model will be revised in the course of using and studying.. Finally, we will use the system dynamics model for policy simulation. A prediction mechanism will be established, which is mainly used to monitor the changes in the allocation performance of regional digital education resources. On the basis of the research, we will put forward the path and countermeasures for the equalization allocation of digital education resources in ethnic counties.

数字教育资源优化配置是有效利用优质数字教育资源的关键，是基础教育信息化实践和理论研究中急需解决的核心问题之一。本项目将系统动力学方法和绩效技术引入基础教育信息化研究领域，拟通过建立数字教育资源配置机制的动力学模型，探索民族县域优质数字教育资源非均等化配置的形成机理和解决途径。首先，运用系统思维分析数字教育资源配置的特征、结构和行为过程，建立数字教育资源应用绩效评估模型，对云南省民族县域的数字教育资源使用状况做大样本调查；其次，分析影响数字教育资源配置绩效的关键因素，确定配置系统的内生变量、外生变量和状态变量，建立相应的因果反馈结构和系统动力学模型；再次，将选取有代表性的民族县域的相关数据，对系统动力学模型进行测试，并在使用和研究中不断修正模型；最后，基于系统动力学模型进行政策仿真，建立区域数字教育资源配置绩效变化的监测、预测机制，设计适合民族县域优质数字教育资源均等化配置的路径与对策。

丰富优质的数字教育资源及其有效利用是基础教育信息化纵深推进的关键。民族地区基础教育数字资源配置存在供给方式不合理，投入效益不高，使用效率低下及均等化水平不高的问题。本项目从资源协同配置、引入市场机制、绩效改进、动态优化及公共服务均等化视角，系统研究了民族地区基础教育数字资源优化配置问题：①运用层次分析法建立了区域数字教育资源配置绩效评估模型和指标体系，对云南县域数字教育资源配置绩效状况开展了大样本实证调研；②运用数据包络分析法对县域数字教育资源配置效率进行了分析，剖析了影响区域基础教育数字资源配置绩效的关键因素，并对非均等化配置形成的内在机制进行了因果分析；③建立了区域数字教育资源配置机制的系统动力学模型，在模型测试和修正基础上，对“资源质量—用户使用”“用户数量—使用经费”“资源使用—开发效益”子系统进行了政策仿真；④提出了技术支持下民族地区基础教育数字资源均等化配置模式和实现路径，即：构建基础教育数字资源区域“共建共享互换”协同配置模式和数字教育资源“服务外包”供给模式；通过“资金分流”的数字教育资源动态投入方式，提升数字资源配置效益；依据基于用户反馈的资源购买服务计量模型，提高资源质量水平；依据基于用户积分的数字资源使用激励计量模型，提高资源使用效率，以此实现优质数字教育资源配置最优化和福利最大化。项目研究期间出版学术专著2部，待出版1部；发表高质量学术论文13篇（SSCI收录1篇，CSSCI收录11篇，北大核心1篇），EI会议论文3篇；发明专利申请4项，获得软件著作权3项；提交研究报告8份；培养出站博士后1人，毕业博士4人，在读博士2人，毕业硕士生24人，3人晋升高级职称；已超出预期研究目标。本项目将基础教育数字资源优化配置纳入公共产品理论的研究范畴；把公共服务外包理念移植到数字资源配置领域；运用系统动力学方法来研究教育资源配置的复杂性、动态性、非线性和长期规划问题，体现了研究理论和方法的创新。
