In response to the marginalization of provincial border areas, which was caused by the fragmented governance and inconsistence of policies, with combining the methodology of interdisciplinary research, integrated game theory, holistic governance and regional governance together, a strategy is proposed here for the administration of multi-level, multi-sectoral and multi-regional governance body, which had discussed the strategic interaction of multiple subjects in the governance of provincial border areas in the current status and developmental trend in this issue. A Game by Game symmetrical structure of the governance body mode design and a revenue function model are built to illustrate the strategies and dynamic mechanism of different subjects. By adding incentive and responsibility factors into game model to analyze synergy at different levels, different sectors and different regions of the body to do what can be done. Combining the holistic governance theory and game theory to analyze different characteristics in provincial border areas typical case, and then it summed up the different modes of governance in provincial border areas. The mechanism of action strategies and holistic governance network theory contiguous poverty stricken areas, fragile ecological environment sensitive areas, particularly inter-provincial cooperation zone, the Central Soviet Area and other typical practice cases are combined to reveal different subjects, in order to make targeted and feasible recommendations for the government departments, resulting in promoting effective governance in provincial border area and coordinated development.
因应省际边缘区域“碎片化”治理下形成发展边缘化、治理“三不管”、政策不协同的困局,以多层级、多部门和多区域的治理主体为对象,运用多学科交叉的研究策略,综合博弈论、整体性治理、区域治理等理论和方法,探讨多元主体在省际边缘区域治理中的策略互动,研究省际区域治理的现状、问题、成因及发展趋势。通过博弈模型设计治理主体的对称博弈结构和构建收益函数模型来说明不同主体的策略和动力机制。通过在博弈模型加入激励、责任等影响策略选择的因素来分析不同层级、不同部门和不同区域主体间的协同如何成为可能。把博弈论和整体性治理理论结合起来分析省际边缘区域不同特征的典型案例,进而归纳省际边缘区域不同治理模式。将整体性治理网理论和连片贫困地区、生态环境脆弱敏感区、省际特别合作区、中央苏区等各种典型的实践案例结合起来,揭示不同主体的行动策略机理,为政府相关部门提供针对性和可行性政策建议,促进省际边缘区域有效治理和协同发展。
