城市群协同创新系统绩效评价研究

That the synergetic innovation drives the synergetic development in urban agglomeration area is the spatial carrier, which can integrate the innovation strategy and the region strategy. The characteristics of Administrative Region Economy are evident and the free mobility of the innonation factors is the important factor which restricts the operational performance of the synergetic innovation system in urban agglomeration area. Under the guide of the region synergetic development,taking the improvement of mobility of the innovation factors as a powerful breakthrough to measure the degreee of the synergic innovation in urban agglomeration area and comprehensive effect of the various elements, further research on the performance measurement system of the synergetic innovation system in urban agglomeration area is important for theory and practice. The characteristics of this subject is the introduction of spatial factor, thorough analysis on the centralization and diffusion effects of innovation factors within the city and between cities taking enterprise value chains as the carrier, and discussing its effects on the innovational output and the profit of enterprise , and then discussing the effects on the synergetic development in urban agglomeration area,which are the theoretical analysis framework for the extraction of key factors to the performance measurement of the synergetic innovation system in urban agglomeration area.That is the theoretical contribution of this subject. On the basis of this analysis, under the guide of the region synergetic development, an empirically sound way is discussed for the performance of the synergetic innovation system in urban agglomeration area from the overall characteristics and the three-dimensional perspective of time series,space and industry,which is the feature and another possible creativity of this subject. In the last section, we try to put forward the optimization countermeasure for different type of urban agglomeration.

以协同创新牵引城市群协同发展是实现创新与区域战略融合的空间载体。我国行政区经济特征明显，以创新要素流动性提高为突破口，分析城市间创新协同度的变化，综合考虑多种影响因素作用、在城市群协同发展目标导向下对城市群协同创新绩效加以深入研究具有重要理论与现实意义。本项目研究特色在于尝试将以企业价值链为载体的创新要素集聚与扩散效应引入分析框架，深入剖析要素协同、产业协同等对城市创新效率、企业利润的影响，进而分析其对城市群协同发展的作用机理，为城市群协同创新绩效评价的关键因素提取构建理论基础，这是本项目可能的理论贡献。在此基础上，对区域协同发展目标导向下城市群协同创新系统的绩效评价体系进行深入研究，从整体特征及时间、空间、产业三维视角特征加以实证分析，是本研究的特色与另一可能创新之处。最后落脚于对不同类型城市群协同创新提出优化对策。

以协同创新牵引城市群协同发展是实现创新与区域战略融合的空间载体。项目组以创新要素流动性提高为突破口，分析城市群协同创新发展特征，综合考虑多种影响因素作用、在城市群协同发展目标导向下对城市群协同创新绩效加以深入研究，具有重要理论与现实意义。项目主要研究内容包括：在城市群协同发展所处阶段特征分析基础上，构建城市群协同创新系统形成的理论分析框架，系统梳理城市群协同创新影响因素，从时间-产业-空间三维度对城市群协同创新系统绩效影响因素、经济效应进行实证分析，最后提出城市群协同创新发展政策框架。主要研究结果包括：城市群协同创新发展的必要性；城市群协同创新系统形成机理；城市群协同创新系统绩效的多维度评价；城市群协同创新系统优化路径。本研究基于创新要素集聚与扩散驱动城市间创新空间关联效应形成的机理分析，初步构建城市群协同创新系统运行的理论框架，具有较强的理论意义。同时，为多维度考察城市群协同创新系统绩效提供了一个应用研究框架，相关研究结论为当前城市群协同发展提供了政策依据。
