政府竞争视角下县域金融集聚演进及政策优化研究

Financial agglomeration is one of the basic laws of spatial movement of financial resources, and this rule still holds in county-level regions. Under decentralization system, the county-level local governments have launched a fierce competition for financial resources. However, due to blind government competition policy and competitive strategy disorderly, it's easy to lead a vicious competition, and the competition will incur a serious waste of resources and amplify the systematic risk. Based on the perspective of government competition, this research program analyzes theoretically the mechanisms that allow government competition to have its county-level financial agglomeration effect, selects the county unit of the main province as the research object, uses spatial panel econometric models and period SUR methods, empirically studies the influence of government competition policy on county-level financial agglomeration and the spatial spillover effect, constructs county-level coopetition game model after defining county-level financial coopetition relationship, investigates the influence of government competition strategy on county-level financial agglomeration.

金融集聚是金融资源空间运动的基本规律，县域层面亦然。分权体制下，县级地方政府为争夺金融资源展开了激烈竞争。然而政府竞争政策的盲目和竞争策略的无序极易引发恶性竞争，造成严重的资源浪费并放大系统风险。本课题基于政府竞争视角，从理论上分析政府竞争对县域金融集聚的影响机理，进而选取主要省份县域单位作为研究对象，运用空间面板计量模型和时期加权的SUR估计方法，实证分析政府竞争政策对县域金融集聚的影响及其空间溢出效应，然后在界定县域金融竞合关系的基础上构建县域竞合博弈模型，考察政府竞争策略对县域金融集聚的影响，最后借助Agent方法开展金融政策模拟实验并提出县域金融政策优化建议。本课题的研究对金融集聚理论研究视角的深化和拓展以及差异化、协调性的县域金融政策的制定实施，具有重要的理论价值和实践指导意义。

本研究首先对县域金融集聚水平进行了测度，然后利用空间计量模型对县域金融集聚的影响因素进行了分析，在对政府竞争条件下政府干预对县域金融集聚的影响机理进行分析的基础上，利用空间面板杜宾模型对政府竞争条件下政府干预对县域金融集聚的影响进行了实证分析。本研究对于全面评判地方政府金融政策效果，提高地方政府金融政策协调性，推进区域金融集聚实现良性互动具有指导意义。研究结果发现：县域金融集聚水平呈现出十分明显的集群分布和梯度分布规律，经济基础、政府干预、投资水平以及人力资本等因素均能够提高本县域金融集聚水平。县域金融集聚存在空间关联效应，地理上相邻或相近的县域具有相似的金融集聚水平，县域金融集聚水平的提高对周边县域金融集聚水平具有促进作用。空间关联视角下政府干预对县域金融集聚存在空间溢出效应，其中政府干预对本县域金融集聚水平存在正向空间溢出，而财政分权条件下政府之间的竞争使政府干预对其他县域金融集聚水平产生了负向空间溢出。上述研究结论可以为对于全面评判地方政府金融政策效果，提高地方政府金融政策协调性，推进区域金融发展实现良性互动具有指导意义提供有益的参考。
