基于“情景构建”的预案体系有效性评估及系统研究

Projects will be based on existing results, developing common task list and technology guide for scenario building, analysis of system construction plan for effectiveness evaluation method and procedure. By investigating the results of research-related subjects in the context of major research programs, summarizing the plan for system evaluation, and induce the system plan and plan for formal presentation, finally, based on group results--emergency preparedness, game platforms, built emergency assessment of the system effectiveness module, and integrated it with plan integration platform and overall integration platform.

项目基于既有成果，梳理通用任务列表和情景构建技术指南，归纳基于情景构建的预案体系有效性评估方法与程序。通过调研重大研究计划范围内的相关课题成果，凝练预案体系评估指标、归纳预案及预案体系形式化表述方法，最终基于课题组既有成果——突发事件应急推演平台，构建应急预案体系的有效性评估系统模块，且实现与预案集成平台和总集成平台的对接。

项目组调研了重大研究计划范围内的既有成果，梳理了符合我国应急管理特点的通用任务列表和情景构建技术指南，归纳了基于情景构建的预案体系有效性评估方法与程序。项目组研究了预案体系整体性评估、功能性评估的方法、指标，研究了预案体系有效性评估模块的体系框架，且在北京市和石化行业开展了实际应用。项目成果为突发事件应急推演平台提供必要的技术支撑，实现了与预案集成平台和总集成平台的对接。
