农业生产性服务业发展的模式、机制、需求及不同区域支持重点的选择

Agricultural producer service industries refers to producer service industries geared to the agricultural industry-chain. As a key integral part of the modern agricultural industry-system, Agricultural producer service industries is also the strategic engine of modern agricultural development. Therefore, it is of great importance for us to explore the development mode, mechanism and demands of Agricultural producer service industries as well as the focus of development in different regions, and to study the related supporting policies. Built on the past studies carried out by domestic and foreign experts, this research project will look back on the history of Agricultural producer service industries, analyze the experience, mode, organizational structure and mechanism for the development of Agricultural producer service industries, evaluate the micro demands and current status of Agricultural producer service industries development in China, analyze the impact of changes in the agricultural supply-and-demand pattern and regional distribution on the demands for Agricultural producer service industries, selectively study the typical practices exemplified by the different types of key regional Agricultural producer service industries and the new modes and trends of modern agricultural development, and suggest a new approach to institution and policy innovation for the development of Agricultural producer service industries. The project will use an extensive array of investigation methods including seminars, field trips and sample surveys, in addition to the research methodology combining literature study, case study, questionnaire analysis, institutional analysis with quantitative analysis. It will pay due heed to the new problems and trends in the development of modern agriculture and Agricultural producer service industries, and lays particular emphasis on the structuralist perspective when rolling out the analysis in an effort to demonstrate the uniqueness of this research.

农业生产性服务业，即面向农业产业链的生产性服务业，是现代农业产业体系的重要组成部分，也是发展现代农业的战略引擎。探讨农业生产性服务业发展的模式、机制、需求和不同区域的发展重点，研究相关支持政策，具有重要意义。本课题基于国内外研究，回顾农业生产性服务业发展历程，分析农业生产性服务业发展的经验、模式、组织和机制，进行我国农业生产性服务业发展的微观需求分析和现状评价，剖析农业供求格局和区域分布变化对农业生产性服务业需求的影响，选择不同类型地区农业生产性服务业发展的重点行业和现代农业发展的新模式、新业态进行典型案例分析，提出发展农业生产性服务业的制度创新和政策创新思路。课题研究中，广泛采用召开座谈会、实地访谈和抽样调查等调查方法，以及文献研究、案例研究、问卷分析、制度分析和数量分析相结合的研究方法。注意现代农业和农业生产性服务业发展中的新问题、新趋势，注意分析问题的结构主义视角，力求体现研究特色。

近年来农业生产性服务业迅速发展，成为现代农业产业体系的旺盛增长点，也是农业发展方式转变中的突出亮点。本课题结合国内外经验，基于对我国农业生产性服务业发展历程的回顾，研究其发展的经验、模式、组织和机制，农业生产性服务业发展的微观需求和现状评价，农业生产性服务业发展的重点行业和新模式、新业态，农业供求格局和区域分布变化对农业生产性服务业中长期需求变化的影响（以农机服务业为例），发展农业生产性服务业的制度创新和政策创新问题。本课题还将服务业发展阶段、发展环境和政策创新问题作为背景给予关注。结合多次实地调查，就农业生产性服务需求和现状评价，专门组织了对四川、安徽等10省近1200个农户的问卷调查。重要研究结果有：提出农业的根本出路在于发展农业生产性服务业，建设农业社会化服务体系与发展农业生产性服务业在内容上大致相同，但也有明显不同。应明确提出积极发展农业生产性服务业的政策取向，代替完善农业社会化服务体系等现有提法。探讨了发展农业生产性服务业应如何科学处理公益性服务与经营性服务、专业服务和综合服务、阶段性服务和全程性服务、农业生产性服务主体与其服务体系的关系。提出要注意农户分化，特别是以农为主、以农为辅两类兼业农户和家庭农场类户的行为差异及其对农业生产性服务业需求的影响，关注农户对农业生产性服务的可得性及其影响因素差异。要注意农机服务、金融服务、农业信贷担保等农业生产性服务业发展面临的特殊困难和新情况新问题，关注新型农业经营主体发展对发展农业产中服务的新要求和新挑战。要重视农业生产性服务业产业属性和发展模式及其对农村一二三产业融合发展的影响，关注农村生产性服务业新业态、新模式。发展农业生产性服务业正成为促进农村一二三产业融合发展的重要途径。要科学选择农村产业融合的路径和着力点。这些研究成果对深入认识农业生产性服务业发展机理、完善农业生产性服务业发展政策，具有重要的学术价值和决策参考意义。
