城镇化与农地细碎化背景下的农地流转：进展与挑战

Land allocation of equalitarianism under rural household contract responsibility system caused smaller scale in farmers business and excessive land fragmentation.This leads to the low income of the peasants and connot make agriculture modernization management, which hinder the our country’s industrialization, urbanization, and industrialization,urbanization further impeded the modernization of agriculture. Therefore, we need to actively explore farmland circulation, promote the moderate scale management of agriculture. The project study status quo of Chinese agricultural land transfer according to the data collected from the sample, then analyze the factors that affect the transfer of agricultural land, finally based on this, advances the feasible scheme accordingly.

农村家庭联产承包责任制下土地分配的平均主义造成农户经营规模过小、土地过度细碎化，这导致农民收益低下，农业不能实现现代化经营，这阻碍了我国工业化、城镇化。而工业化、城镇化的受阻进一步阻碍了农业的现代化。因此，我们需要积极探索农地流转，促进农业的适度规模经营。本项目首先深入研究农地流转的必要性以及农地流转的历史，再根据搜集到的样本数据研究中国农地流转的现状，并对影响农地流转的因素进行实证分析，最后在此基础上提出相应的可行性方案。

农地流转的目的在于农业的现代化经营，从而促进工业化、城镇化和农业现代化协调发展。推进农地流转的突破口在于户籍制度的改革，推动人口城镇化，从而缓解人地矛盾，并在此基础上进行相应的农地制度改革（如农地确权），而户籍制度改革的关键在于中央的顶层设计与财政转移支付。因此，农地流转与农地制度、户籍制度以及财政分配制度密切相关，农地流转只有与这些制度改革相结合才能取得良好效果。
