海岸带陆海一体统筹开发及适应性调控- - 以环渤海为例

Using earth system science and sustainable development concept as a guide, according to the overall perspective and ideas of geography, this project explores coastal land-sea integrated development and adaptive control through a case of the Bohai coastal zone. The study contents include: the theoretical basis and interaction mechanism of land-sea integrated development of the coastal zone territorial system; the spatial patterns of land-sea development and ecological security of the Bohai Sea coastal zone considering natural suitability and fragility, disaster risk and impacts of sea level rise; some typical case studies and models of different types of coastal zone development and adaptation; an integrated coastal zone management system linking land and sea, and conducting coastal structure regulation. .Through interdisciplinary cooperation and comprehensive integration, this project integrate land and sea resources development, strengthen the economic ties of land and sea, joint the land and sea environmental management and risk prevention, innovate management system of land and sea linkage, to build a Bohai Sea coastal zone sustainable development pattern with land-sea coordination, functional diversity and environmental change adaptability..This project focus on "land-sea interaction and human intervention of the coastal interface process" and "special system of the earth surface response and adaptation to environmental changes" scientific issues, expand and deepen the comprehensive study of the geography, has important academic significance. It also has application prospects, as pay attention to the blue territory and the land-sea integrated study close connection with national strategy, the research results will provide scientific and technical support for the sustainable development of the Bohai Sea coastal zones and other coastal regions.

以地球系统科学和可持续发展观为指导，以地理学的整体视角和综合思路，进行海岸带陆海一体统筹开发及适应性调控研究。研究内容包括：海岸带陆-海国土统筹开发的理论依据和作用机理，环渤海海岸带陆-海国土发展空间和生态安全格局，不同类型海岸带开发和调控的的典型案例研究与模式探讨，陆海一体联动的海岸带综合管理体系和结构调控。通过学科交叉与综合集成，整合陆海资源开发，加强陆海经济联系，对接陆海环境治理和风险防范，创新陆海联动管理体系，构建陆-海统筹的、功能多样的、对环境变化具有适应性的环渤海海岸带可持续发展格局。本项目聚焦"海岸带界面过程的陆-海-人交互作用机理"、" 地球表层的特殊系统对环境变化的响应与适应"等科学问题，拓展和深化地理学的综合研究，具有重要学术意义；对蓝色国土的关注和陆海一体国土研究紧密结合国家的战略需求，研究成果将会为环渤海海岸带及沿海地区的可持续发展提供科技支持，具有应用前景。

本项目以环渤海为例，进行海岸带陆海一体统筹开发及适应性调控研究。聚焦"海岸带界面过程作用机理"和"地球表层对环境变化的响应与适应"关键科学问题，重点对以下内容进行研究并取得成果：A.海岸带国土系统的陆-海-人交互作用机理，作为海岸带陆-海统筹开发的理论基础；B.环渤海海岸带复合灾害与灾害链风险评估，为建立陆海统筹的安全格局提供依据；C.不同类型海岸带开发和调控的典型案例研究与模式探讨，包括黄河三角洲（东营）海岸带高效生态渔业研究,辽河中下游流域非点源污染入海通量的解析与模拟,莱州湾东南岸海水入侵区的适应性治理与开发模式,岛-陆联动模式下近岸海岛（长岛）旅游可持续发展等；D.海岸带和浅海环境污染修复研究，在技术方法上有所突破；E.环渤海陆海统筹绿色核算，作为平衡环境保护与经济发展的政策工具，进而提出建立陆-海统筹管理机制和适应性调控策略。本项目实现了预期的研究目标，通过学科交叉与综合集成，拓展和深化了地理学的综合研究。研究成果在理论、方法、技术等方面有一定的创新，在综合自然地理学和海岸带研究领域具有重要学术价值；陆海一体统筹开发及适应性调控的理念和模式将会促进环渤海的可持续发展，并为其他沿海地区提供借鉴，具有良好的应用价值。
