环境规制作用下中小尺度区域污染产业空间演化对绿色经济效率的影响及情景模拟研究

The traditional industrial development model to make regional development coming into an “Economy-Environment” vicious circle, environmental problems concentrated occurring among the developed countries in phases of century industrialization, and the environment issue has become a hot focus that influences and restricts the regional sustainable development. In the construction of ecological civilization has become a tendency of the common action of the whole society. Strengthening regional environmental regulation has become an inevitable choice based on the theory of industrial organization. Environmental regulation has become the realistic impetus of polluting industries spatial evolution. Discussing "Environmental Regulation -Polluting Industrial Spatial Evolution-Green Economic Efficiency" linkage mechanism and simulation process, improving the research of polluting industries spatial evolution at different regional scales, and analy the mechanism of polluting industries spatial evolution affecting green economic efficiency under the environmental regulations. The research provides guidance and reference for the reconstruction framework of regional sustainable development policy and theory, and focus on economic geography key topics that inculding "Factors+Mechanism", "Function+System", "Process+Pattern" and "Scale+Interface". The research provides guidance and reference for achieving a win-win relationship between man-land relationship coordination and environmental protection and public well-being continued to improve. The research enhances the explanation ability and instruction ability in the sustainable development of the transformation of geography to realistic problems.

传统的工业发展模式使区域发展陷入“经济-环境”怪圈之中，发达国家上百年工业化过程中分阶段出现的环境问题集中出现，环境问题成为影响和制约区域可持续发展的热点和焦点问题。在生态文明建设成为全社会共同行动的大趋势下，各地区加强环境规制已成为必然选择，依据产业组织理论环境规制成为污染产业空间演化的现实推动力。项目探讨“环境规制-污染产业空间演化-绿色经济效率”联动机制，完善不同尺度区域污染产业空间演化实证研究，解析环境规制作用下污染产业空间演化过程对绿色经济效率的影响机理。研究对于重构区域可持续发展政策理论与分析框架，注重“因素+机理”、“功能+系统”、“过程+格局”、“尺度+界面”等经济地理学研究的关键科学问题，为实现区域人地关系协调、增长与环保双赢和公众福祉持续提高提供指导和借鉴。

随着新区域主义和新经济地理学的发展，产业空间成为诸多领域的研究热点与重点，在生态文明建设成为全社会共同行动的大趋势下，各地区加强环境规制已成为必然选择，环境规制成为污染产业空间演化的现实推动力。项目探讨“环境规制-污染产业空间演化-绿色经济效率”联动机制，完善不同尺度区域污染产业空间演化实证研究，解析环境规制作用下污染产业空间演化过程对绿色经济效率的影响机理，为实现区域人地关系协调、增长与环保双赢和公众福祉持续提高提供指导和借鉴。主要体现在以下几个方面：（1）丰富与完善区域污染产业空间演化理论。定量测度污染产业类型并运用地理数学模型和GIS技术分析污染产业空间演化特征，比较区域污染产业空间演化影响因素的差异性，梳理环境规制对区域污染产业空间演化的一般作用路径与作用机制。2000-2015年，占山东省工业总产值的比重为 42.06%-47.85%，发展趋势整体呈“S型”增长曲线。近15年来，山东省污染密集型产业的基尼系数呈先上升后下降的“倒U型”曲线，产业呈先集聚后扩散的态势，产业细分行业的集聚和扩散态势呈现出明显的行业差异，其中环境规制是山东省污染密集型产业空间演变的重要影响因素；（2）全面揭示环境规制作用下区域污染产业空间演化对绿色经济效率影响的机理。根据PCA-DEA模型和绿色经济效率概念模型综合测度绿色经济效率并探讨绿色经济效率的空间分异机制，建立变量之间相互作用的动态机制，归纳环境规制作用下区域污染产业空间演化对绿色经济效率影响的作用机理与规律；（3）利用动态面板的系统GMM估计方法、LMDI分解模型、历史值外推模拟及线性规划约束模型开展模拟预测研究，为科学制定优化路径和保障措施提供支撑。设置宽松、适度和严格环境规制三种情景，预测区域污染产业空间演化对环境效应的长期、短期和时变影响。
