Water pollution treatment is considered to be the world's No. one problem of environmental governance. With the problem of water pollution is becoming more and more prominent, water pollution treatment and water environment security have been already advanced to country strategy altitude. In this study, in terms of theoretical research, a kind of water environmental security input-occupancy-output table and an assessment system of water environment security will be constructed; a feedback loop analysis with occupancies of resources and environment method (OFBL), an improved fuzzy comprehensive evaluation method will be proposed. These methods are expected to be scientific methodological tools for systematically formulating inter-industry joint economic strategies for efficient regional water pollution control. In terms of management decision support, the input-occupancy-output table for water environment security of Haihe River Basin in 2007 and 2012 will be compiled. The main influencing factors of water pollution and water environment security in Haihe River Basin will be identified. The key conduction paths of water pollution among detailed industrial sectors and consumption sectors will be determined. Some economic strategies for water pollution treatment in Haihe River Basin will be assumed and their impacts on water environmental security will be assessed. Based on the estimation and evaluation results, inter-industry joint economic strategies for water environmental security in Haihe River Basin will be put forward, which are expected to be scientific references for decision-making of related administrative departments.
水污染治理被认为是世界性头号环境治理难题。随着水污染问题日益凸显,水污染治理和水环境安全已经上升到国家战略发展的高度。本研究将在理论方法上,构建水环境安全投入占用产出表及水环境安全评价体系;提出考虑占用的产业经济-资源-环境反馈路径分析方法(OFBL)与一种改进的模糊综合评价方法;为区域水污染高效治理的部门间联动经济策略提供科学的方法工具。在管理决策支持方面,将应用上述方法,编制2007与2012年海河流域水环境安全投入占用产出表;辨识该流域水污染与水环境安全的主要影响因素;刻画水污染在生产与消费各部门间的关键传导路径;基于这些分析,设定一些可能的水污染治理策略并评价它们对水环境安全的影响。根据评价结果,提出合理、可行、高效的水污染治理的生产与消费各部门间联动的经济策略和建议,为该流域水污染治理相关管理部门提供科学的决策依据。
