生态社区建设与城市生态综合管理机制研究

It is of great academic values and practical decision support significance to optimize urban panning, mitigate the mismatch between urban scale hierarchy and urban functions, improve resource utilization efficiency and eco-efficiency, enhance the level of urban ecology and urban management and services, perfect the institutional mechanisms, and play the role of new-type urbanization in promoting healthy development of ecological communities. At present, many cities in China put forward the goal of building ecological cities and communities, however, the research on integrated ecological management mechanism is relatively underexplored. This project has the following contents. First, it clarifies the characteristics of the lifestyles and consumption behaviors within urban communicates. Second, it empirically quantifies the ecological environmental impacts that induced by urban community lifestyles and consumption patterns. Third, it calculates the resource utilization efficiency in selected domestic and foreign cities and communities that with typical urban ecological management modes and estimates the impacts of different modes on urban ecological environment. Lastly, it calculates the urban eco-efficiency and environmental efficiency and identifies their key limiting factors, and conducts systematic research from the perspectives of urban planning, industrial structure, resource policy, ecological and environmental protection measures and standards, to refine urban ecological adaptive management modes, construct a set of method system for urban ecology adaptive management that meets the development needs of new-type urbanization, and builds an integrated decision support platform for integrated ecological community management and service, to provide scientific support for ecological community construction and integrated urban ecological management.

解决城市规划布局不合理、规模结构与城市功能错位、资源利用及生态效率不高等问题，提高城市生态及城市生态社区管理水平，健全体制机制，发挥新型城镇化建设推动生态社区健康发展的作用，具有重要学术探讨价值及决策支持意义。当前，我国城市生态及其生态社区建设方兴未艾，但城市生态综合管理机制的实证研究相对滞后。本项目研究我国城市生态社区生活方式与消费行为特征，评价城市生态社区生活方式与消费模式的生态环境影响，测算国内外典型城市生态管理模式的资源利用效率并评价其生态环境影响。本研究拟测算城市生态效率和环境效率，识别制约提升城市生态效率和环境效率的关键因素，从城市规划、产业结构、资源政策、生态环境保护措施与标准等方面做系统研究，提炼城市生态适应性管理模式，构建适应新型城镇化发展需求的城市生态适应性管理方法体系，建成生态社区综合管理与服务支持平台，为生态社区建设与城市生态综合管理提供科学决策支持。

提高城市生态及生态社区管理水平，健全体制机制，发挥新型城镇化建设推动生态社区健康发展的作用，具有重要学术探讨价值及决策支持意义。城市和社区综合管理研究涉及社区生活方式、居民消费模式、资源利用效率、生态环境影响、适应性管理模式、标准方法体系等多项内容。本项目基于城市代谢、投入产出分析和混合生命周期等创新方法，围绕“目标-机制-手段”构建城市生态综合管理技术框架，开展城市/社区生态管理目标设定、多区域生态环境绩效评估以及多元化生态管理模式提炼的研究。主要包括：典型城市社区生活方式与消费模式及其生态环境影响研究；典型城市生态社区管理模式及决策支持分析；城市生态管理模式对资源利用效率及生态环境影响研究及城市生态适应性管理方法体系与模式研究。本项目注重在专题研究的基础上开展综合集成，建成的生态社区综合管理与服务支持平台可为生态社区建设与城市生态综合管理提供科学决策支持。
