中国农村金融产业组织成长机理、模式与政策优化——基于演化经济学视角的计算机模拟与实证

Considering the fact that after China's rural finance development enters the stage of market diversification, the problem of industrial organization appears accordingly, however, the existing relevant researches ignore the evolution mechanism. Under the complex and systematic hypothesis of rural financial openness, based on the perspective of evolutionary economics, this study introduces research paradigm of industrial organization evolution, builds conceptual framework of the research, decide the initial state, external environment, strengths, weaknesses, opportunities and threats of the growth of China's rural financial industrial organization by using New SCP analysis, PESTEC and SWOT analysis, and establishes logical starting point, macro-backdrop and theoretical foundation of the research. And furthermore, it corrects and introduces S.G.Winter's industrial organization evolution model (2003) to set up the research theoretical framework and analysis model. With regard to the rural formal and informal financial industries and regional market of China and its eastern, middle, western areas, by using Agent-based computational economics analysis, computer simulation and many empirical ways such as historical analysis, institutional analysis, game analysis, quantitative inspection and experimental study, this study respectively reveals the mechanism and model of the growth of China's rural financial industrial organization from the respects of macro environment, initial state, subject behaviors, market relationship and industrial relationship. Based on the foundation of the government competence analysis this study puts forward the direction, key points, path and policy suggestions of the rural financial policy optimization.

针对我国农村金融发展进入市场多元化阶段后，产业组织问题日益显现，而现有研究忽视其演化机理的缺陷，在农村金融开放的复杂系统假设下，基于演化经济学视角，引入产业组织演化研究范式，构建研究的概念框架，并通过新SCP、PESTEL和SWOT分析，判定中国农村金融产业组织成长的初始状态、外部约束和优势、逆势、机遇与挑战，确立研究的逻辑起点、宏观背景和立论基点，进而扩展并导入S.G.Winter（2003）的产业组织演化模型，建立研究的理论架构和分析模型，并依此就我国及东、中、西地区农村金融行业和区域市场，将基于Agent的计算经济学方法和计算机模拟相结合，并运用历史分析、制度分析、博弈分析、计量检验和实验研究等多种实证方法，从宏观环境、初始状态、市场行为、市场关联和产业关联等方面，揭示中国农村金融产业组织成长机理与模式，并在政府胜任能力分析基础上，提出我国农村金融政策优化的方向、重点、路径及其对策。

针对我国农村金融发展进入市场多元化阶段后，产业组织问题日益显现，而现有研究忽视其演化机理的缺陷，在农村金融开放的复杂系统假设下，基于演化经济学视角，引入产业组织演化研究范式，构建研究的概念框架，并通过新SCP、PESTEL和SWOT分析，判定中国农村金融产业组织成长的初始状态、外部约束和优势、逆势、机遇与挑战，确立研究的逻辑起点、宏观背景和立论基点，进而扩展并导入S.G.Winter（2003）的产业组织演化模型，建立研究的理论架构和分析模型，并依此就我国及东、中、西地区农村金融行业和区域市场，将基于Agent的计算经济学方法和计算机模拟相结合，并运用历史分析、制度分析、博弈分析、计量检验和实验研究等多种实证方法，从宏观环境、初始状态、市场行为、市场关联和产业关联等方面，揭示中国农村金融产业组织成长机理与模式，并在政府胜任能力分析基础上，提出我国农村金融政策优化的方向、重点、路径及其对策。课题组在全国十多个省调研，获有效问卷1996份，100多人次参加境内外学术会议31场，已发表标注课题号论文20篇（含综述1篇），出版著作1部，资助博士生3人、硕士生12人，本科生4人发表论文12篇。此外，还有3篇论文和2部著作将在2017年发表或出版，还将在研究报告基础上出版著作1部。现有成果，一是重点从农村金融与农村经济互动关系角度，揭示农村金融产业演化机制与模式。发表了《农村金融产业组织问题研究评述与展望》、《农村金融机构支农的政策激励：动态博弈的分析框架》、《新时期我国农村金融产业组织发展的逻辑》、《当前农村金融发展的总体思路》、《中国金融发展的渔业经济增长效应》等7篇论文。二是重点揭示农村金融产业组织演化的微观机制。首先，比较系统地揭示和发现了村镇银行在农村金融产业组织演化中的作用机制及其影响因素。有关农村金融发展水平、大股东持股比例和村镇银行资本投入；基于机构观和功能观融合视角的村镇银行制度分析；谈判优势、控制权收益与村镇银行大股东初始持股比例；农村金融供给、主发起行跨区经营与村镇银行网点数等6篇论文，先后发表在《中国农村经济》、《农业经济问题》、《财贸经济》。其次，比较系统地揭示和发现了农民工金融行为在农村金融产业组织演化中的作用机制及其影响因素。先后发表6篇论文，并被人民大学报刊复印资料《农业经济研究》全文转载。此外，注重开展互联网金融对农村金融产业组织演化影响研究。
