基金会地学部南京大气资料服务中心两大续建任务的落实

Nanjing atmospheric data service center was supported by the projects of National Natural Science special founding for four times during the period of 1993-2005. Since the third special fund stage, the department of earth sciences of the Natural Science Funding Committee(NSFC) have had an assumptions that the data with self-owned intellectual property rights produced by the atmospheric science fund projects were collected into the Nanjing atmospheric data service center database, and the” center” provide the scientists who undertake the National Natural Science Foud project research to use. We have tried to treat the data from Heihe and Huaihe experiments and provided services in the fourth period of special fund stages, and accumulated certain experiences. The department of earth sciences of the NSFC officially began to support the “center” to establish management of this work by setting up two special fund during the period 2009-2011,so as to progressively realize the standardized management and service of such data. By trying to build the first and the second the projects, the “center” have successfully accomplished the aims, namely, drawn up “standard management” (the first version), and built a database “funding project data zone” and had a trial operation. This project aims to build perfect “standard management of data produced by the project of the National Science Foundation of China” ,to build the advanced database of “Fundation project data area”,and to build fast and efficient Web service of “the center”.

南京大气资料服务中心在1993-2005年间曾得国家基金委地学部四期专项资助。从第三期专项资助阶段开始，基金会地学部已有设想将大气科学基金项目产生的拥有自主知识产权的资料纳入南京大气资料服务中心数据库，提供给国内从事基金项目研究的科学家使用。中心在第四期专项资助阶段已对黑河试验、淮河试验资料作了试验性处理并提供服务，积累了一定经验。2009年-2011年期间基金委地学部两次设立专项基金，正式开始资助中心建立此项工作的管理办法，以逐步实现此类数据的规范管理和服务。中心通过对第一、二期项目的努力建设，已顺利完成既定任务目标，拟订了“管理规范”初稿，建成了数据库“基金项目资料专区”并进行了试运行。本期项目目的旨在1）建成完善的“国家自然科学基金项目（大气科学类）产生资料管理办法”；2）建成先进的“基金项目产生资料数据专区”；3）建成方便快捷的资料中心网络服务。

通过对项目1年来的建设，已完成既定任务目标。主要包括：1)形成了较为完善的国家自然科学基金项目（大气科学类）产生资料管理办法；2）构建了较为完善的自然科学基金项目再生数据专区；3）发布了1期资料通讯；4)南京大气资料服务中心举办了2次项目交流会，与美国国家基金委和清华大学拟定了初步合作意向，推动了中心工作与国际接轨；5)利用最新收集的各类数据资料，积极开展资料服务和科学研究工作，发表学术论文4篇。
