绿色金融驱动产业结构优化的机制与政策研究

The project focuses on the impact mechanism of green finance development on the industrial structure optimization, the analysis is divided into several aspects mainly about the connotation and measurement of green finance, the impact mechanism of green finance on the industrial structure optimization , the dynamic evolution characters of the impact mechanism and the impact of green finance on the industrial structure under the open conditions,the policy of green finance promoting industrial structure optimization. First of all, the green financial connotation is defined based on the current development of green finance in China, and the green financial development level is measured by econometric method. Secondly, From the perspective of green technology progress and sustainable development, the conception of industrial structure optimization is explored, and the impact mechanism and static characteristics of green finance development on industrial structure optimization are studied. The analysis framework about green finance development-Green technology progress-industrial structure optimization is formed. Thirdly, considering the constraint of economic development target, green finance development level and opening condition, this project explores the dynamic evolution characters of impact mechanism of green finance on industrial structure. At last, based on the domestic and international classic case analysis, the project provides the policy recommendations to formulate the green finance development strategy which is beneficial to the sustainable economic development.

本项目围绕绿色金融发展驱动产业结构优化的机制进行研究，主要从绿色金融内涵与测度、绿色金融对产业结构优化的作用机制、绿色金融影响绿色技术进步及产业结构优化的动态演进规律以及对外开放条件对其作用机制和效应的影响、绿色金融促进产业结构优化的政策设计五个层次展开分析。首先，结合中国绿色金融发展现状，对绿色金融内涵进行界定，并应用计量经济学方法对绿色金融发展水平进行测度；其次，基于绿色技术进步和可持续发展的视角，拓展产业结构优化的内涵，并深入研究绿色金融发展对产业结构优化的作用机制及其静态特征，形成绿色金融发展-绿色技术进步-产业结构优化的完整分析框架，并对相关问题进行实证检验；再次，考虑我国经济发展目标约束、绿色金融发展水平以及对外开放等约束条件，探索绿色金融对产业结构作用的动态演进规律；最后，结合国内外经典案例分析，为我国政府制定有利于经济可持续发展的绿色金融发展战略提供理论依据和政策建议。

实施绿色金融战略，寻求环境友好型的产业结构优化路径，已成为当前我国经济发展亟待解决的重要问题。.课题在文献综述的基础上，首先对绿色金融影响环境技术进步偏向及产业结构优化的理论机制进行分析，并构建技术进步偏向数理模型，对环境技术进步偏向形成的内生化机理进行探讨，通过参数校准与数值模拟对理论模型进行论证。最后，围绕绿色金融、环境技术进步偏向、产业结构优化的关系展开实证分析。.本课题主要研究结论包括：第一，环境技术进步偏向具有明显路径依赖特征，并且主要受到直接生产率效应、间接价格效应与市场规模效应的影响。第二，绿色金融发展通过融资渠道（包括融资规模和融资成本渠道）和非融资渠道影响环境技术进步偏向与产业结构优化。第三，绿色金融发展对环境技术进步清洁偏向与产业结构清洁化产生显著正向影响。第四，环境技术进步偏向是绿色金融影响产业结构优化的重要传导中介。最后，课题组从绿色金融发展政策、清洁技术创新政策等方面，提出促进我国产业结构优化的政策建议。.本课题研究数据主要来源于中国银监会网站、《中国环境统计年鉴》、《中国工业经济数据库》、《中国保险年鉴》、《中国环境年鉴》、《中国工业统计年鉴》、中国清洁发展机制网、中国金融数据库、wind数据库等。.本课题研究的理论意义主要体现在以下两个方面：.第一，构建了绿色金融发展-环境技术进步偏向-产业结构优化的理论分析框架，并通过参数校准与数值模拟对理论模型进行论证，是对现有技术进步偏向理论的进一步拓展与完善。.第二，在绿色金融发展、环境技术进步偏向及产业结构优化等关键指标测度方法方面，对已有研究文献进行了补充与拓展。.本课题的实际意义主要体现在以两个方面：.第一，为政府制定针对性的绿色金融发展政策，充分发挥现有经济政策与绿色金融的互补作用，共同促进清洁型技术进步，提供更多思路与策略。.第二，明确了绿色技术创新对产业结构优化的重要作用，为我国产业结构绿色转型以及绿色经济发展提供了方向指引。
