本项目是对建国以来人民群众的要求、愿望、建议、情绪等民情进行定量分析和定性研究，从宏观上提出科学的、有效的开发和利用民情的方法、理论，促进决策的民主化、科学化和民情工作。民情是社会动态的“晴雨表”；是重要的信息资源；是联系群众和集群众智慧的重要渠道；具有下情下达、上情下达和反馈作用。过去没有人研究，本课题填补了这个空白。
