基于非核心企业“回声效应”的国有企业创新成长路径研究

The innovation network particularity of the state-owned enterprises, and the synergy effect between the state-owned enterprise and the non-core enterprises are the pivotal issues to the systematic ability cultivating of the equipment manufacturing industry. Few previous studies focus on the state-owned enterprises and non-core enterprises. This project builds a fundamental analysis framework for research of the innovation and development path of the state-owned enterprises, to reveal the innovation behavior choice and development path of the state-owned enterprises based on the “echo” from the non-core enterprises which also revealing the evolution mechanism of innovation network division and system advantage formation. Theoretically, this research will help to supplement the existing related researches on the state-owned enterprise and non-core enterprises in innovation network, enrich and expand related researches on innovation network and its evolution. From the practical view, through revealing the evolution law of the state-owned enterprise’s innovation behavior choice, and the evolution mechanism of innovation network division and system advantage formation, this research can be beneficial to realize innovation interactivity between enterprises in the innovation network, accelerate the enterprise transformation, and lay a solid micro foundation for innovation-driven development.

国有企业主导的创新网络特殊性及国有企业与非核心企业二者成长的协同问题是装备制造产业体系化能力培育的关键。与以往研究不同，本项目从非核心企业创新成长的“回声效应”视角，构建国有企业创新成长路径框架模型，揭示非核心企业“回声”影响国有企业创新行为选择，形成差异化的国有企业创新成长路径，及独特的创新网络分工与系统优势的过程和规律。从理论意义上看，本项目有助于弥补现有创新网络缺乏国有企业、非核心企业相关研究的理论缺口，丰富和拓展创新网络及其演化研究。从现实意义上看，揭示国有企业创新成长、及产业创新网络分工与系统优势的结构性演化机理与实现条件，有助于加速网络内企业间良性互动，加速企业转型和网络体系化优势形成，为实现创新驱动发展奠定坚实的微观基础。

本项目以国有企业为核心的集群网络为研究对象，从非核心企业创新成长的“回声效应”视角，构建国有企业创新成长路径框架模型，揭示非核心企业“回声”影响国有企业创新行为选择，形成差异化的国有企业创新成长路径，及独特的集群网络创新协作与系统优势的过程和规律。本项目研究发现，在创新竞争过程中，组织惯性显著抑制了国有企业创新投入；组织惯性弱化了国有企业应对非核心企业创新竞争的协调和控制能力。在创新合作过程中，高管创新认知显著促进了国有企业创新投入。此外，还研究发现，国有企业技术红利对本地新创企业的正外性正在逐渐减弱，国有企业技术红利的跨区转移正外部性存在。国有企业主导的创新网络特殊性及国有企业与非核心企业二者成长的协同问题是装备制造产业体系化能力培育的关键，应从产业层面组建重大技术创新战略联盟，聚集龙头企业和创新型中小企业开放创新、国际合作；企业层面推进国有企业创新转型和创新发展所需的体制机制创新，畅通国企创新投入和创新发展的激励机制。
