海洋产业结构与海域承载力的匹配机制、测度及其优化研究——以辽宁省为例

With the diversification of driving factors and the strengthen of land and sea economic ties, structural factors have effect on growth of marine economy in China is more obvious. But there are many structural problems as marine economy is developing fast in China.The key to keep the sustained and healthy development of the marine economy is forming efficient balanced marine industrial structure and cultivating new economic growth power of the ocean.Marine industrial structure is reasonable or not, depending on whether or not according to the carrying capacity of marine region to establish accurate positioning of marine function There is strong correlation between marine industrial structure and the carrying capacity of marine region. And the various coupling matching relationship exists between them.In this study, the carrying capacity of marine region is applied to the study of marine industrial structure.From a theoretical point of view, this study will reveal the structure power source of marine economic development and the matching mechanism of marine industrial structure and the carrying capacity of marine region.From a practical point of view, this study will explore the matching relationship of marine industrial structure and carrying capacity of marine region in Liaoning Province.The path and measures of optimizing the industry structure and optimizing allocation of marine resources in the future will also be put forward in this study.The research results can provide the reference for grasping the dynamic mechanism of the development of China's marine economy running accurately, finding the marine economy inertia and acceleration,and optimizing the industry structure and marine resources allocation.

随着驱动要素的多元化与海陆经济联系的加强，结构因素在我国海洋经济增长中的作用越来越明显，但我国海洋经济在快速发展的同时也伴随着诸多结构性问题。保持海洋经济持续健康发展的关键在于形成高效平衡的海洋产业结构和培育新的海洋经济增长动力，而海洋产业结构的合理与否取决于是否按照海域承载力确立海洋功能准确定位。海洋产业结构与海域承载力有着很强的关联性，两者之间存在着多种耦合匹配关系。本研究将海域承载力引入海洋产业结构问题研究中，从理论层面揭示海洋经济发展的结构动力源及海洋产业结构与海域承载力的匹配机制，从实践层面探讨辽宁省海洋产业结构及布局与海域承载力的匹配关系，提出未来海域资源优化配置和海洋产业结构优化路径与对策，以期为准确把握我国海洋经济发展运行的动力机制、解决海洋经济惯性与加速度、海洋产业结构优化与海域资源优化配置等科学问题提供参考。

高效平衡的海洋产业结构是海洋经济可持续健康发展的重要因素，其与海域承载力匹配关系可直接影响海洋经济可持续发展状态。本项目将海域承载力引入海洋产业结构问题研究中，以辽宁海域为案例，通过对辽宁省海洋产业结构水平以及海域承载力综合分析，以及拓展对沿海城市发展基础与海洋经济发展效率的综合评价，从理论上分析海洋资源环境系统与海洋经济协同的耦合机理，探究海洋产业结构的影响因素及其内在驱动力以及海域承载力对海洋产业结构的影响及综合作用机制；从时空角度分析辽宁海洋产业结构与海域承载力水平指数及其区域差异，通过构建海洋产业结构与海域承载力匹配关系测度指标体系、综合测度模型与评价方法，从多角度综合评价测度海洋产业结构与海域承载力匹配关系、模式特征及其原因，并研究与讨论基于海域承载力的海洋资源优化配置和海洋产业结构优化路径。主要结论有：.（1）海洋产业结构和海域承载力之间存在多种耦合匹配关系，辽宁省海洋产业结构与海域承载力水平之间存在着较为匹配的关系，全国沿海省市海洋产业结构与海域承载力间呈互为因果，海洋产业结构对海域承载力存在正负向影响程度不同且存在明显差异。.（2）我国海域承载力和海洋经济效益之间存在相互影响互为反馈的机制，且影响方向正负波动，海域承载力对海洋经济效益的影响从滞后一期以后开始，海洋经济效益对海域承载力的影响从滞后一期开始。.（3）加强海洋空间规划与海洋生态文明建设、提升海洋资源优化配置以及沿海地区（城市）经济承载力、构建良好的海陆共生关系等，是促进海洋产业结构与海域承载力形成良好匹配关系的重要路径。
