大数据驱动的政府社会治理数字化转型与示范研究

With more complex and diverse social issues, more diverse demands for social interests, and rapid development of digital technologies, the digital transformation of government social governance has become an inevitable development trend. In this regard, this project will explore the mechanism and path of the digital transformation of government’s social governance from the data layer, the mechanism layer and the application layer. Specifically, at the data layer, this project will construct a knowledge map of social governance to guide the fusion of multi-source data, identify subject characteristics, behavior patterns and portraits; at the mechanism layer, based on the complex system theory, this project will refine the collaborative mechanism of government social governance in the context of big data and dynamic evolution law; at the application layer, this project will apply the research results in typical scenarios and iteratively optimize, and summarize government’s social governance models, and put forward relevant supporting policy recommendations . In summary, this project will leverage on complex system theory and existing field resources to focus on the transformation of government’s social governance at three layers. Empowered by the Zhejiang government's Digital Reform initiative and best practices, an important theoretical framework and practical demonstration will be formed in terms of the digital transformation of government’s social governance.

在社会问题变得更加复杂多样、社会利益诉求更加多元和数字化快速发展的大背景下，政府社会治理数字化转型成为必然的发展趋势。本课题以现实需求为导向，从数据层、机制层和应用层，探究政府社会治理数字化转型的机理和路径。在数据层，构建社会治理知识图谱以指导多源数据融合，识别主体特征、行为模式与画像；在机制层，基于复杂系统理论提炼大数据背景下政府社会治理的协同机制和动态演化规律；在应用层，将研究成果在典型场景中示范应用和迭代优化，总结政府社会治理模式，提出相应政策建议。本课题聚焦政府社会治理数字化转型，以复杂系统理论为支撑，在整合前期研究资源与场景的基础之上展开深入研究，借助浙江省全面部署数字化改革的契机，结合浙江最佳实践，在数字化转型和政府社会治理方面形成重要理论框架和示范。

在社会问题变得更加复杂多样、社会利益诉求更加多元和数字化快速发展的大背景下，政府社会治理数字化转型成为必然的发展趋势。本项目以现实需求为导向，从技术层、制度层和应用层，探究政府社会治理数字化转型的机理和路径。在技术层，构建政府社会治理案例数据库，并结合基层社会治理场景，刻画数据驱动的数字化系统治理网络，输出数字化协同治理指数，总结数字化协同治理模式；在制度层，设计数据驱动的制度压力传导闭环，构建仿真模型，探讨基层治理平台交互机制。此外，从微观层面与宏观层面探讨基层治理平台可供性实现过程；在应用层，将研究成果在典型场景中示范应用和迭代优化，总结政府社会治理模式，提出相应政策建议。本项目聚焦政府社会治理数字化转型，以复杂系统理论、制度理论、技术可供性理论和数字治理相关研究为支撑，在整合前期研究资源与场景的基础之上展开深入研究，借助浙江省全面部署数字化改革的契机，结合浙江最佳实践，在数字化转型和政府社会治理方面形成重要理论框架和应用示范。
