行政区划调整的区域效应与作用机理研究

Administrative division adjustments are frequent in recent years, which has become an important factor affecting regional development. Since the 19th CPC National Congress, the importance of administrative division in the comprehensive deepening of reform and the national spatial governance system has become increasingly prominent. Strengthening the research of the administrative divisions and their regional effects is the need to implement the major strategic deployment of the state and is also an important support for promoting the coordinated development of regional social economy in China. With the mathematical statistics, econometric analysis and GIS spatial analysis, this study examines the impact of administrative division adjustments on regional development, urban spatial integration and social public service facility according to different administrative division adjustment types and administrative ranking. Then this study tries to excavate the internal logical relation and function mechanism between the administrative divisions and the elements of regional development. This study also introduces a new concept of “Administrative Region Potential” and establishes a quantitative model to measure the change of administrative region potential before and after the adjustment of administrative divisions, in order to explore and analyze the comprehensive effects of administrative divisions adjustment. Finally, based on the new urban development target, this study will put forward the strategy of optimization and administrative divisions. On the theoretic level, this study explores the mechanism between the administrative divisions and regional development in depth, provides a new research method and perspective for explaining and evaluating the adjustment efficiency of administrative division. On the practical level, this study provides theoretical support and decision-making reference for the future adjustment and reorganization of administrative division in China.

近年来我国行政区划调整十分频繁，已成为影响区域发展的重要因素。党的十九大以来，优化行政区划设置在全面深化改革和国家空间治理体系建设中的重要性日益凸显，因此，加强行政区划调整的区域效应和作用机理研究是落实国家重大战略部署的需要，更是促进区域社会经济协调发展的重要支撑。本研究运用数理统计、计量分析和GIS空间分析相结合的方式，分类型、多尺度分析行政区划调整对区域发展、城市空间整合和社会发展的影响，并深入探讨行政区划调整对区域发展的作用机理。同时，引入政区位势这一新概念，定量化测度行政区划调整前后政区位势的变化，用以解释行政区划调整的综合效能。立足于区域协调发展和空间治理的发展目标，提出能够实现行政区划调整与区域协调发展同步推进的优化策略。本研究构建行政区划调整的理论框架，为解释和评价行政区划调整效能提供一种新的研究方法和分析视角，在实践层面为各地的行政区划调整和优化重组提供理论支撑和决策参考。

行政区划调整是促进区域社会经济协调发展和优化区域空间布局的客观要求和重要支撑，加强行政区划优化设置及效应研究是落实国家重大战略部署的现实需要，因此，急需加强行政区划调整对区域发展的综合影响和作用机理的研究，充分发挥行政区划调整的正效应，增强区域整体竞争力，促进区域协调发展，不断完善区域城镇体系与空间格局。.本基金的主要研究内容包括六部分：一是行政区划调整的发展历程与动因分析；二是行政区划调整对区域发展的影响与效应分析；三是行政区划调整对不同层级政区的影响与效应分析；四是行政区划调整对区域发展的作用机理；五是系统提出政区位势理论；六是空间治理与区域协调发展视角下行政区划调整的优化路径。从重要结果看，分别从撤县设市、撤县设区、政府驻地搬迁、行政区升格、行政区拆分等方面系统分析了行政区划调整的区域效应和作用机理，基本完成了全部研究内容，并创新性地构建了政区位势理论的测度方法，这对于阐释行政区划调整的作用机理和区域效应提供了新的视角。关键数据方面，构建了改革开放以来行政区划调整的数据库，为下一步深入开展行政区划研究奠定了坚实的基础。.通过深入探讨行政区划对区域发展的影响和作用机制，可以为行政区划科学调整和区域社会经济协调发展提供理论支撑，不断丰富和完善行政区划的基础理论研究。从实践上看，系统总结行政区划调整动因，可以指导行政区划调整方案科学合理推进。放大行政区划调整的正效应，避免不良影响。通过探索行政区划调整的作用机理，可以有效提升政府治理能力。
