As far as the producer services' development is concerned, how to speed up agglomeration process and avoid network risk simultaneously is a strategic question that should be solved by planning as a whole. Based on the observations on regional innovation cases from Zhejiang, Shanghai, Guangdong and other provinces, this study will explore the mechanism of producer services' agglomeration and its network governance dominated by platform operator ,and finally raise theoretical and policy proposals for government decision - making. The study will focus on three aims :One is to start with the analysis of service system architecture led by platform operator, the mechanism of producer services' agglomeration is revealed basing on the co-evolution analysis of platform operator's catalysis effect , bilateral market effect and the self-enhancing effect of agglomeration . The second is to distinguish the key elements of the network governance system and their relationships, further on revealing the network governance mechanism led by the platform operators according to the co-evolutional relationship between the platform operator governance strategies and the agglomeration network performance .The third is to verify the relative mechanism through the case studies and simulation analysis ,and consequently suggestions are provided. Based on the crosslevel and interactive analysis between the individual platform operator and the whole industry' agglomeration, the study will explore the theoretical construction for industrial development model for both unleashing agglomeration economies and avoiding network risk,which has the important significances not only on the decision-making of promoting producer services'development for the government, but also deepening the research on the platform organization, industrial agglomeration and network governance.
"如何加速集聚进程、同时规避网络风险?"是当前生产性服务业发展中亟待统筹解决的现实问题,理论界探讨有限。本课题基于对浙、沪、粤等区域一些创新个案的观察,研究"平台运营商主导的生产性服务业集聚及其网络治理机制", 为前述问题提供解答。研究致力于:①从剖解平台商主导的服务系统架构着手,基于平台商催化、双边市场、集聚自增强三重集聚动力及其协同演化关系,揭示平台商主导的产业集聚机制;②基于平台商治理策略、网络绩效、集聚阶段建立分析框架,识别网络治理系统的关键要素及其互动逻辑,揭示平台商主导的网络治理机制;③结合案例与仿真研究验证有关结论,提出政策建议。研究以"平台商个体功能与产业整体集聚的跨层面互动"为主导性逻辑,在理论上探索 "既发挥集聚经济、又规避网络风险"的产业发展模式,不仅对当前政府发展生产性服务业的政策制定与模式选择具有重要指导意义,也必然带动平台组织、产业集聚与网络治理研究的深化。
本研究针对生产性服务业发展 “既要加速集聚进程、又要规避网络风险”的现实问题,研究“平台运营商主导的生产性服务业集聚及其网络治理机制”。研究以“平台商个体功能与产业整体集聚的跨层面互动”为主导性逻辑,致力于:①从剖解平台商主导的服务系统架构着手,基于平台商催化、双边市场、集聚自增强三重集聚动力及其协同演化关系,揭示平台商主导的产业集聚机制;②基于平台商治理策略、网络绩效、集聚阶段建立分析框架,识别网络治理系统的关键要素及其互动逻辑,揭示平台商主导的网络治理机制;③结合案例与仿真研究验证有关结论,提出政策建议。研究主要结果包括:平台企业主导下独特的服务交易网络架构是引发产业集聚的核心。据此,产生了平台商催化、双边市场、集聚自增强三重集聚动力及其协同演化机制,进而产生了产业集聚的累积强化趋势。此外,平台企业在自身利益激励下,刻意对集聚企业服务质量进行监控与培育、控制集聚规模、通过平台高级化、平台包络等战略创业行为推动网络变革与升级等,保证了集群风险的有效控制。在政策上,地方政府应该加大平台企业培育力度,以撬动其主导下的集聚发展机制。为避免因平台企业自身原因而造成的“大企业侵占小企业利益”问题以及相关网络风险,政府应该鼓励多平台竞争,以形成竞争性环境下平台企业主导的集聚发展态势。本研究从理论上论证了一种新的产业集聚模式——具有主导者和自发监管的集聚,区分于传统自发性的、政府“拉郎配”推动的产业集聚模式,其不仅在短期内有利于加速集聚速度,同时能够有效解决集聚风险。
