高等教育财政支出与收入分层——基于新经济地理视角的中国经验证据

Higher education fiscal expenditure is an important component of national fiscal expenditure which is the basis and security of reasonable income stratification development strategy of social members, fair country construction and regional coordinated development. The topic based on reasonable definitions on higher education fiscal expenditure, income stratification and statistical approaches and efficient development and perfection of higher education fiscal expenditure and income stratification theories, emphasizing geographical distribution features, causes and evaluation of higher education fiscal expenditure combining with income stratification, researches the geographical input strategies of higher education fiscal expenditure, which include input strategy of central government higher education fiscal expenditure on state level, input strategy of higher education fiscal expenditure of eastern, middle， western and northeastern regions, input strategy of higher education fiscal expenditure of development pole of higher education zones, input strategy of higher education fiscal expenditure of former revolutionary base areas, areas inhabited by minority nationalities, remote and border areas and poverty-stricken areas and local areas, input strategy of higher education fiscal expenditure of political and economical zones on regional level, input strategy of higher education fiscal expenditure of economic zones such as Yangtze river delta, input strategy of higher education fiscal expenditure of hub cities, input strategy of higher education fiscal expenditure of outlying cities, relevant strategy content, emphasis and suggestions. The topic will give references to geographical regional input plan of higher education fiscal expenditure, do good in guiding geographical regional governments to arrange for the higher education fiscal expenditure to push the reasonable development of income stratification and help to develop and perfect economic geographical theories of higher education.

高等教育财政支出乃国家财政支出的重要组成部分，乃国家实施社会成员收入分层合理化发展战略、建设公平国家与实现区域协调发展的保障和基石。课题以高等教育财政支出与收入分层概念与统计方法的合理性界定为根砥，以对高等教育财政支出与收入分层理论的有效拓展与改进为基石，以我国高等教育财政支出的地理区域分布特征、成因及其评价结合收入分层为研究重点，系统研究了我国高等教育财政支出地理区域投入战略，包括国家层面和区域层面的高等教育财政支出投入战略，以及相应战略内容、重点与相关政策建议。课题研究有助于为国家高等教育财政支出地理区域投入规划工作提供决策参考，有助于切实指导各地理区域因地制宜地安排高等教育财政支出，推动收入分层的合理化发展，有助于开拓与完善高等教育经济地理理论体系。

本课题主要从地理区域高等教育财政支出与收入分层的理论、空间分布特征及成因、发展策略与国内外的典型案例展开研究。在地理区域高等教育财政支出与收入分层的基础理论研究中，从地理区域高等教育财政支出的概念着手，探讨了地理区域高等教育财政支出模式，地理区域高等教育财政支出模式影响因素，地理区域高等教育财政支出和收入分层间的关系。在对区域高等教育财政支出空间分布特征的实证研究中，对各省高等教育财政支出总量分布状况进行聚类分析，从高等教育财政支出总经费、中央高等教育财政支出、地方高等教育财政支出、高等教育财政经常性支出、资本性支出五方面进行结构空间分布特征及其成因分析，从高等教育财政支出基础、高等教育财政支出集群环境、经济收入水平、区际高等教育财政支出空间溢出效应分析高等教育财政支出产出的影响因素。在高等教育财政支出投入策略研究中，从总体框架着眼，按照不同区域高等教育财政支出的分布特征，对不同类型区域提出相应的发展策略，经由分区探讨高等教育财政支出策略，有助于指导不同类型的区域制定高等教育财政支出发展规划。在不同区域高等教育财政支出与收入分层的典型案例研究中，从国外、经济区、省区、地级市、县级市、大学城介绍区域高等教育财政支出与收入分层的发展实践。. 研究结果发现，第一，地理区域高等教育财政支出与收入分层间存在内生关系与空间溢出效应；第二，区域高等教育财政支出产出不仅受到高等教育财政支出存量等基础条件的影响，还会受区域高等教育财政支出效率影响，支出效率取决于区域的特定因素，涵盖高等教育集群环境、经济收入的关联关系、对区外高等教育财政支出溢出的吸纳力度；第三，国家与地理区域层面高等教育财政支出的投入策略要各有侧重。. 通过研究，完善高等教育财政投入体制，推动社会成员共享高等教育发展成果，丰富现有理论体系。
