This project aimed to construct the peer reviewer selection support system in neural, cognitive and psychological discipline, which based on the consensus discipline system of management, fund applicant and peer reviewer. First of all, we put forward the main research directions of current application code system by means of discipline research, literature analysis, etc. Keywords about those main research directions, should be excavated on different levels of scientific issues, research object and methods, thus formed a scientific and standardized discipline keywords database. Further, accurate research directions and corresponding keywords should be matched to everyone in the expert database. In the peer reviewer selection support system, experts should be labeled and classified based on their application code - research direction – keywords. Finally, the keywords database and the peer reviewer selection of support system should be engaged on trial. Some applicants, those are person on probation, would be asked to select the application code and keywords accurately by themselves, and then the applications were grouped by their keywords and assigned keywords-matching reviewers in support system by discipline management personnel. The efficiency and accuracy of peer reviewer selection support system would be evaluated finally. Results of this project will made fund appraisal work more efficiency, standard peer review system, improve the scientific nature of reviewer selection, and advance institutionalization and standardization of fund appraisal system.
本项目拟在神经、认知和心理学科管理人员、基金申请人和同行评议人共识的学科体系基础上,构建同行评议专家选择辅助系统。首先,通过学科调研、文献分析等手段,提出现行各申请代码内的主要研究方向,并从科学问题、研究对象、研究方法等不同层次挖掘各研究方向下的关键词,进而组成科学规范的学科关键词词库;进一步,在专家库内,规范每位专家都有的研究方向和准确的研究内容关键词,在同行评议专家选择辅助系统中基于申请代码-研究方向-关键词三个级次标记同行评议专家,对专家进行分级;最后,试用关键词库和专家选择辅助系统,即请试用申请人基于该词库准确选择申请代码和关键词,然后学科管理人员在辅助系统中以申请书的关键词进行项目分组和指派关键词匹配的同行评议专家,最终评价同行评议专家选择辅助系统的高效性和准确性。该研究成果将提高基金评审工作的效率,规范同行评议体系,增强同行评议专家遴选的科学性,推进评审制度化和规范化。
近年来,神经、认知和心理学学科发展迅速,已经由大神经科学学科发展细化为三个学科,均已成为国内外科学研究的前沿学科。如何科学高效地完成项目评审工作,使之适应日益增长的项目申请现状,是基金管理工作迫切需要解决的课题。本项目在神经、认知和心理学科管理人员、基金申请人和同行评议人共识的学科体系基础上,试图构建同行评议专家选择辅助系统,以促使项目的评审更加规范和公平,确保评审质量。项目主要成果如下:(1)规范和完善了神经、认知和心理学学学科的申请代码,形成了具有前沿性、科学性、通用性及申请人和同行评议专家可表达性的国家自然基金申请代码以及三级代码下的方向分类与关键词。(2)形成了神经、认知和心理学学科方向分类与关键词报告。本研究成果将提高基金评审工作的效率,规范同行评议体系,增强同行评议专家遴选的科学性,推进评审制度化和规范化。
