The design and optimization of e-waste public collection system can reduce the environmental pollution and increase the sustainability of the whole electrical and electronic industry, which shows high research value in both theoretical and practical views. The public environmental awareness and the accessibility of the collection network are both important elements that impact the efficiency of the collective system. The construction of public environmental awareness and the design of collection network are usually studied separately in most of current literature. In this work, the dynamic optimization problem for joint public environmental awareness and collection network is investigated based on analyzing the impact of environmental awareness and collection network on the consumers’ return behavior. The optimization models and their solution approaches are studied for the joint environmental awareness and collection network optimization problem, when the market is continuous linear, plane and discrete network respectively and is monopolized by the public collection system. When there are third parties to compete with the public system, double oligopoly competition models are studied for the joint environmental awareness and collection network problem in line, plane and network respectively, and the managerial strategies for reducing or eliminating the influence of third parties are analyzed. Practical case study and computational analysis are developed based on investigation of classical systems in foreign countries and pilot systems in China. This work is aim to provide theoretical and methodology supports for public e-waste collection programs that will start in China.
废弃电子产品公共回收系统的设计与优化,在降低电子垃圾的环境污染、提高整个产业的可持续发展等方面具有重要理论和应用价值。公众的环保意识和公共回收网络的便利性是影响回收系统运营效果的重要因素。当前研究大多将环保意识塑造与回收网络设计分开研究。本项目研究公众环保意识和公共回收网络的动态协同优化问题。通过分析环保意识与回收网络对消费者回收行为的双重影响,建立消费者回收行为的基础假设与模型。在公共回收系统垄断市场的条件下,分析消费者连续分布在直线、平面上以及离散分布在网络上等三种市场情况,建立环保意识与回收网络的动态协同优化模型与求解方法。在公共回收系统面临第三方非法回收竞争的条件下,建立双寡头竞争时环保意识与回收网络在直线、平面与网络上的协同优化模型,分析降低或消除非法回收的管理策略。调研国外典型系统和国内试点系统,进行案例分析和实验验证,为我国即将全面推广的废弃电子产品回收提供理论与方法支撑。
