产业集聚环境效应机理、评价与调控研究

It is considered that the success or failure of the affair is all to the industry cluster. Industry cluster plays an important role in promoting regional economic growth while it also brings a series of environmental pollution problems. In this paper, the environmental effect mechanism, effect evaluation and environmental governance of industry cluster are discussed as an overall research framework. First of all, based on the environmental effect and its evolution mechanism of industry cluster as a logical starting point, the positive and negative effects (such as environmental effect and economic effect) of industry cluster are inducted into a unified research paradigm to put forward to the environmental effect deconstruction model of industry cluster. Secondly, the spatial distribution of environmental effect and its evolution pattern of China industry cluster are investigated as well as the factors and contribution of it are discussed by spatial statistical analysis. Thirdly, considered the industry cluster as a complex ecosystem, the environmental and economic effects of industry cluster are evaluated and it is also summarized the common spatial characters and individual differences during the process of China industry cluster. Finally, according to the basic features of the new normal of China and the experience and lessons in some developed countries, the governance strategies and policies of the environmental effects during the development of China industry cluster are proposed, and the modernization construction demonstration area of South of Jiangsu are analyzed as a case to embody and practice the strategies and policies.

“成也聚集、败也聚集”。产业集聚对区域经济增长起着重要促进作用的同时，也带来了一系列环境污染问题。本课题将产业集聚环境效应机理、效应评估及环境治理集成到一个总体研究框架。首先，以产业集聚环境效应解构及其演变机理作为逻辑起点，将产业集聚的正反双重效应（经济效应如环境效应）纳入产业集聚统一的研究范式内，提出产业集聚环境效应解构概念模型；其次，通过空间统计分析考察中国产业集聚环境效应的空间分布和时间演化特征，分析环境污染的驱动因素和贡献度；再次，将产业集聚看作是一个复合生态系统，对中国产业集聚的环境与经济复合效应进行评价，总结中国主要产业集聚过程中经济和环境互动所表现出来的时空共性和个体差异；最后，针对新常态的基本特征并借鉴发达国家产业集聚的经验和教训，提出新常态下中国产业集聚环境效应的治理策略和政策，并用苏南国家现代化建设示范区的案例分析加以具体化和应用。

在“成也聚集、败也聚集”的困境中，政府急需寻找一种新的产业发展路径。产业集聚对区域经济增长起着重要促进作用的同时，也带了一系列环境污染问题。面对资源约束趋紧、环境污染严重和生态系统退化的严峻形势，产业集群区的环境治理刻不容缓。本课题将产业集聚环境效应机理、效应评估及环境治理集成到一个总体研究框架总。首先，基于可持续发展理念将环境效应纳入到马歇尔等提出的产业集聚分析框架，进而将产业集聚的正面效应（如经济效应）和负面效应（如环境效应）集成在一个研究范式内，提出产业集聚环境效应解构概念模型；揭示国际典型产业集聚区环境效应生成的路径特征，提炼环境效应的生成路径和演变规律，绘制生成路径的变化图谱；其次，通过空间统计分析考察中国产业集聚环境效应的空间分布和时间演化特征，打开产业集聚环境效应的形成“黑箱”，多维度解析内在驱动因素；再次，将产业集聚看作是一个复合生态系统，对中国产业集聚的环境与经济复合效应进行评价，总结中国主要产业集聚过程中经济和环境互动所表现出来的时空共性和个体差异；最后，针对新常态的基本特征并借鉴发达国家产业集聚的经验和教训，提出新常态下中国产业集聚环境效应的治理策略和政策，并用苏南国家现代化建设示范区的案例分析加以具体化和应用。
