In the Tarim Basin, there are dry climate, low rainfall, strong evaporation, weak ecological environment, across the southern 42 counties, 55 round field of Xinjiang. Span a wide basin, will inevitably lead to the separate management of water, soil, ecological and other quasi-public goods. Partition management have lead to "tragedy of the commons and public water ", and thus lead to the property rights losseventually, eventually lead to split stakeholders' game, showing a side of governance, wasteland side edge water-saving, while increasing the embarrassing situation of water, and this create many rivers and lakes which of the basin have dried up.In Tarim River Basin water resources management and lack of market allocation mechanism, management chaos caused by the failure of the status of the project and, in two aspects of management and the market mechanism, through the game of choice and decision-making behavior research in multiple interest subjects, establishment of surface water, groundwater management system and a long tube of water required coordination mechanism of water body water management; the chain as the core, through the water requirement model production, life, ecology, research on the formation of market system of water rights, water Minaka Suke, water trading platform etc; give full play to market allocation of resources leading role, in order to scientific management and optimal use of reference of water resources, promote sustainable development water resources in the Tarim River basin.
塔里木河流域气候干旱,降雨稀少,蒸发强烈,生态环境极其脆弱,流域地跨南疆42个县市、55个团场。由于流域跨度广,必然造成水资源准公共物品的分割管理,导致"公共池塘资源"困境和多头利益主体博弈,呈现出边治理、边开荒,边节水、边增加耗水的博弈困局,造成流域多处河流断流、湖泊干涸。针对塔里木河流域水资源管理缺乏统筹与市场配置机制,造成管理失灵的现状,本项目从统筹管理与市场机制两方面入手,通过调研流域多重利益主体的博弈选择和决策行为,研究建立地表水、地下水统筹管理体系和多头管水需水主体统筹协调机制;以水权管理链为核心,通过建立生产、生活、生态需水模型,研究形成以水权、水中介、水交易平台等组成的水市场体系;充分发挥市场配置资源的主导作用,以期为科学管理和优化塔里木河水资源利用提供决策参考,促进塔里木河流域水资源的可持续发展。
项目顺利完成了既定的研究目标,对研究内容未做调整与变动。按照任务要求,进行了多重利益主体的博弈选择和管理部门决策行为研究,以及流域人口、资源与生态环境协调发展研究。研究建立地表水、地下水流域统一管理体系,建立地下水与地表水统筹结合的水资源计量模型,研究水资源统筹管理和需水协调机制,研究构建水市场交易平台体系。重点进行了地下水监测分析和用水需求分析,进行了流域农业灌溉用水定额研究,开展了流域地下水监测规律与生态预警研究,进行了水权管理体系建设研究。研究获得省级二等奖1项(排名第1);发表论文7篇,其中CSSCI两篇,CSSCI扩两篇,核心3篇。参加全国学术会议3次,做主题报告1次。培养硕士研究生3名,目前培养在读博士生4名,硕士生2名。
