基于地域功能理论的中小尺度功能空间组织机理研究

Spatial organization mechanism of territorial function in meso and micro scale is currently an important approach to the implementation of the strategy of major function-oriented zone planning (MFOZ planning) and coordinated regional development. It will also be an important point of penetration for economic geography to explore new national-strategy-oriented themes in regional development research. This study, which aims on solving the key scientific and technological problems in territorial function zoning in meso and micro scale, integrated with basic theories and methods in economic geography and regional development research, based on the framework of territorial function theory, is supposed to carry out with a method of "deduction of theory - model derivation - analysis and evaluation - demonstration and verification". Taking the scale shift problem of territorial function as the point of departure, the study will expand the spatial equilibrium model; build up the expression method of the benefit of territorial function; analyze the reaction mechanism among inner spatial structure of territorial function in meso and micro scale, the expression of major function and land use spatial pattern; and reveal the rule of the spatial and temporal variation of territorial function structure and the formation and evolution mechanism of territorial function spatial pattern in micro scale. Based on it, the study will also develop the methodology of territorial function zoning in meso and micro scale; apply it in several classic case areas; and readjust and improve the theoretical model and zoning methodology according to the effect of application. In the end, some advices focused on the integration policy of spatial planning in county level will be proposed. The accomplishment of the study will not only provide valid scientific basis and strong technological support for the work of territorial function zoning in county level which is demanded by the national MFOZ planning, and also achieve a further improvement of territorial function theory and enrich the research on regional spatial regulation theory in micro scale.

中小尺度地域功能空间组织是当前落实主体功能区战略、促进区域协调发展的重要途径，也将成为经济地理学面向国家战略需求、开拓区域发展研究新领域的一个重要切入点。本研究结合经济地理学以及区域发展研究的基础理论和方法，以地域功能理论为框架，从地域功能的空间尺度转换问题入手，拓展空间均衡模型，构建地域功能的效益表达方法，分析中小尺度功能空间结构与主体功能表达、土地利用格局之间的响应机制，揭示地域功能格局的时空变异规律以及中小尺度功能空间的形成演化的机制。在此基础上，开发中小尺度功能区划分的技术方法，选取典型案例区进行研究试划，并针对市县层级空间规划的整合提出相关政策建议。项目的完成，不仅将为全国主体功能区规划提出的划分市县功能区的工作提供有力的科学依据和技术支撑，还将进一步完善地域功能理论，丰富中小尺度区域空间管制的理论研究。

本项目着重解决了地域功能理论由大尺度转换为中小尺度过程中的若干关键科学问题，得出了中小尺度地域功能空间组织的机理，提出了在市县层级落实主体功能区战略、促进区域协调发展的若干探索。项目研究结果共包括四个方面：（1）以全国国土空间综合评价结果为主要依据，按照发展类、农业类和生态类功能空间在县域单元内的空间组合方式，得出了我国县域单元功能空间分异格局，总结了我国县域单元功能空间分异的类型、特点和差异性特征。（2）拓展了空间均衡模型，提出了地域功能效益表达模型，推导出中小尺度地域功能空间格局的形成与演化机制，即地域系统总效益最大化和系统结构最优化，提出了中小尺度下土地利用结构、地域功能结构与主体功能之间的响应机制。（3）提出了一套国土空间功能分区的工作框架，这一框架的核心包括以下三点：一是地域功能的分类体系，二是为明确区域地域功能空间分异结构为目标的国土空间综合评价，三是以国土空间综合评价为基础的功能分区技术流程。（4）结合规划实践，按照典型性原则选取了3个案例区，分别代表3种主体功能县域类型，分别是江苏省如东县、安徽省郎溪县和南京市高淳区，并在案例区开展了空间功能分区试划，并结合三地各类空间规划的实际实施情况和工作组织方法，分别探索出若干种推进市县层级多规合一的模式，为各地区利用地域功能空间分区的手段实现县市层面的“多规合一”、协同规划提供了有益经验。本项目的研究成果揭示了中小尺度地域功能空间格局形成和演化的因素和机制，对于中小尺度功能空间组织提供了理论支撑。同时，提出了一整套完整的中小尺度功能区划分技术方法，并且在多个县市的案例实践中得到了应用，取得了良好的效果，可以为我国广大县域的功能空间组织研究和规划实践提供良好的借鉴，具有很好的推广价值，并且对于在我国推进形成主体功能区的区域发展政策环境下在市县层级如何开展功能分区工作提供了有益的思路。
