区域战略性新兴产业绿色技术创新的联动机制与效率评价研究

To strengthen the driving force of green technological innovation in the process of strategic emerging industries promoting the development of regional low carbon economy, this project studies the theory and method of linkage mechanism and efficiency evaluation of green technological innovation system based on the behavioral characteristics of green technological innovation. This study makes an analysis of this system's components and impact factors as well as their relationship, under taking the technology habitual domains and the innovation habitual domains as the mediator. It collects and establishes the typical linkage pattern libraries and proposes theories and methods of linkage pattern innovation and design. It analyzes this system's organization, coordination, evolution and handling mechanism's design and evaluation, and explores the relationship between these links as well as their interaction and inner relation. It examines power factors of linkage process and analyzes their associated and interaction relationship, constructs the conceptual model and the optimization model and creates the theory and method for solving those models. This study evaluates green technological innovation status of various regions strategic emerging industries from both vertical and horizontal dimensions, analyzes the spatial and temporal differences of each region and their causes. The policy scenario is simulated on the basis of theoretical and empirical analysis and regional policy system is built to promote effective operation of strategic emerging industries green technological innovation. All these findings listed above are considered to perfect the theoretical and method system of green technological innovation research, and have an important reference value for improving green technological innovation level and formulating the related policies.

为加强绿色技术创新在战略性新兴产业驱动区域低碳经济发展的推动力，本项目针对绿色技术创新的行为特点，研究绿色技术创新系统的联动机制、效率评价等理论与方法。以技术惯域和创新惯域为中介变量，分析构成要素和影响要素以及要素间的关系；搜集并建立典型联动模式库，提出联动模式创新与设计的理论与方法；研究系统的组织、协同、演化以及处理机制的设计与评价，探索这些环节之间的作用关系和内在联系；甄别联动演化过程的动力要素并分析各要素之间的关联、互动关系，构建概念模型、优化模型并提出求解的理论与方法；从纵向和横向两个层面评价我国各地区战略性新兴产业绿色技术创新状况，分析区域之间的时空差异及其原因；模拟分析不同情景下有关政策的影响，在理论与实证分析的基础上，构建促进区域战略性新兴产业绿色技术创新有效运行的政策体系。旨在完善绿色技术创新的理论与方法体系，对提高绿色技术创新水平和制定相关政策具有重要参考价值。

绿色技术创新作为低碳发展背景下社会生产方式转变和产业结构调整的一种主要路径和方向选择。为加强绿色技术创新在战略性新兴产业驱动区域低碳经济发展的推动力，以实现战略性新兴产业向低碳化集约化绿色发展，对绿色技术创新驱动战略性新兴产业可持续发展问题进行深入研究。深入剖析了当前我国战略性新兴产业及相关行业的绿色技术创新情况，识别影响战略性新兴产业及相关行业进行绿色技术创新的因素，并明晰这些因素如何作用于战略性新兴产业及相关行业的绿色技术创新；充分考虑生态、资源、环境、制度、政策、科技管理等内外因素，运用随机前沿分析方法（SFA）分别研究了技术创新对战略性新兴产业可持续发展的驱动效应和绿色技术创新对我国战略性新兴产业自然资源利用效率的影响作用，并分析其演化趋势和存在的时空差异及其原因，得出影响技术创新驱动效应的关键因素；从多投入多产出的视角构建能够体现创新效率的评价指标，运用Malmquist-DEA指数方法从时间和空间维度测度战略性新兴产业绿色技术创新效率；从生态经济、环境保护、区域发展、产业发展等视角，提出绿色技术创新的对策建议，并以我国工业制造业的创新政策为例进行案例分析和实证研究。本课题的研究成果可以做为借鉴和参考，为实现战略性新兴产业可持续发展、区域低碳经济发展和提升绿色技术创新能力与创新效率提供理论参考。
