区域环境效率评估与行为机理分析

“Environment and development”is a key topic in the political and economic fields of the world. Integrating environment and development into the same structure means that we should pay attention to the protection of the environment and realize the sustainable development of human society with economic development. However, with the acceleration of industrialization and urbanization, a large number of industrial and living pollutants have been produced, which lead to global environmental pollution, resource shortages and ecological deterioration. More and more scholars are concerned about environmental pollution. This project will focus on the regional environmental efficiency in environmental issues, and comprehensively use Data Envelopment Analysis, Multi-Objective Decision Making and Empirical Analysis to evaluate the regional environmental efficiency and analyze the behavioral mechanism from three aspects: natural behavior, competitive behavior and governance behavior. The significances of this project are as follows: In the assessment of environmental efficiency, it is of great theoretical value to fully consider the interaction among different regions and the dynamic evolution to establish the efficiency evaluation model. In addition, through the behavior mechanism analysis, it is of great practical value for decision makers to find out the ineffective reason, thereby developing effective solution strategy.

环境与发展是当今国际社会政治经济领域的一个焦点话题，将环境与发展纳入同一架构，意味着在发展经济的同时，注意保护环境，最终实现人类社会的可持续发展。然而，随着世界范围内工业化和城市化进程的加快，产生了大量的工业和生活污染物，导致了全球性的环境污染、资源短缺和生态恶化。环境问题引起了越来越多学者的关注。本项目将对环境问题中的区域环境效率问题展开研究，综合利用数据包络分析方法、多目标决策以及实证分析等理论和方法，从自然行为、竞争行为以及治理行为三个方面展开区域环境效率评估与行为机理分析。本项目的研究意义体现在：在环境效率的评估工作中，充分考虑不同区域间的交互影响以及动态演化过程，具有重要的理论价值。此外，通过对行为机理研究，分析不同行为对环境效率的具体影响，对决策者寻找环境无效原因，制定有效解决策略，具有重要实用价值。

面对经济发展带来的资源和环境问题，国际社会和中国都在寻求通过绿色发展（绿色经济）来破解环境和资源问题。然而，中国不同地区的经济发展水平、资源禀赋不尽相同，不同地区对绿色发展的重视程度也有所差异，相应的工业绿色发展水平参差不齐。本项目结合环境污染的特性以及区域环境绩效的异质性，结合数据包络分析、博弈论、多准则决策方法，考虑静态水平、动态进步、指标间相互协同关系等问题，构建了多个绿色发展绩效评估模型。并将这些模型应用于全国不同区域工业绿色发展评估以及具体行业的经济环境效率评估中。研究结果给出了中国不同区域的绿色发展水平、发展趋势和改进潜力，发现了制约不同区域绿色发展的主要因素，分析了不同区域环境政策对环境效率的影响，提出了改善各区域绿色发展水平的政策路径，具有重要的理论和现实意义。围绕上述相关研究内容，项目组成员共发表SCI/SSCI期刊论文4篇，均为JCR一区。
