环境公正视角下区域环保投入机制及联动投入策略研究

Regional input of environmental protection investment has been subject to various constraints. From the perspective of environmental justice, straightening out input mechanism of environmental protection is the important guarantee of improvement of environmental protection effect and realization of regional sustainable development. Systematically analyze the composition and characteristics of environmental protection input and quantitatively study their interaction mechanism；Evaluate environmental obligations of justice and environmental rights justice from the distribution of the environmental resources, environmental pollution risk and environmental responsibility between social members；Analyze the spatial effect of environmental input from the perspective of environmental justice into space, and build spacial panel econometric model to show the path of the interaction of environmental protection investment and environmental justice based on the distribution of the spatial heterogeneity of factors of resources and environment, environmental protection input and environmental risk；Take Yangtze river delta as an example, the empirical research focus on build input mechanism of environmental protection matched with the regional environmental justice goal in the new normal and realiza regional co-movement input。Involving the factor of environmental justice when building regional co-movement mechanism of environmental protection input, this project provides the research paradigm of input mechanism of regional environmental protection, which has important theoretical significance and academic value for promoting regional economic management, and provides reasonable theoretical analysis perspective, tools, support and basis for relevant decision-making.

区域环保投入一直受制于各种限制性因素，从环境公正视角研究理顺环保投入体制机制是提升环境保护成效、实现区域可持续发展的重要保证。本研究系统分析了环保投入的构成及特征，定量研究其交互关联机理；从环保资源、环境污染风险和环保责任在社会成员之间的分配评价环境义务公正和环境权利公正；基于资源环境要素、环境保护投入和环境风险分布的空间异质性构建空间面板数据计量模型，以此解析环保投入与环境公正的交互影响路径，从环境公正的视角分析环保投入的空间效应；以长三角区域为例的实证研究，重点是确定在新常态下区域环境公正的目标并构建与之匹配的环保投入机制，最终实现区域环保联动投入。本项目在构建区域联动环保投入机制时纳入了环境公正的因素，提供了区域环保投入机制的研究范式，对促进区域经济管理有重要的理论意义和学术价值，能为相关决策制定提供合理的理论分析视角、工具支撑与决策依据。

实现区域环保联动投入，提升环境保护效率是落实人与自然和谐共生，建设生态文明的基本保证。通过梳理现阶段我国环保投入机制，科学测度各投入要素并解析其交互关联原理；研究资源环境要素及环境风险在社会成员之间的分配，以定性和定量分析获取区域环境公正的影响因素；分析环保投入的溢出效应，以典型区域的实证研究探讨促进区域环保联动投入机制的优化，为政府科学制定环境政策提供切实有效的建议。根据规划的研究目标和技术路线，本项目最终形成了一系列研究成果。（1）以长江经济带为例构建城市环境风险评价模型，以此分析了长江经济带城市环境风险的空间格局，揭示了环境风险的集聚特征。（2）环境收益分配模型揭示：中国企业摄取了超过40%的环境收益，占据分配格局的主导地位；政府从环境治理中获取的收益不高，占有比例为19%；相较而言，城镇居民比农村居民享受了更多的环境收益。（3）由区域环境公正评价模型得知，中国总体上偏向于环境权利公正水平高、环境义务公正水平低，即较多地区在享有较多的环境权益时，承担的环境责任没有达到其应尽的环境义务水平;有三分之一地区的环境权利公正水平和环境义务公正水平属于低质量耦合。（4）三阶段DEA模型分析结果显示，我国环保投入效率特征区域差异明显，其首要影响因素是居民受教育水平，其次是节能环保支出；第二产业所占比重对环保投入效率有着负向影响作用。（5）区域环保投入的空间杜宾模型反映了环保技术投入、环保资本投入、环保劳动力投入、环境法制建设及产业结构对当地和周边地区的不同溢出效应。（6）以长三角地区核心区为例构建经济资源环境耦合协调评价模型，刻画了城市耦合协调程度及其空间分布特征，论证了区域联动治理的可能性。（7）进一步探讨分层构权灰色主成分评价模型、基于资源价值损失法的绿色GDP核算方法、政策模拟的系统动力学方法和应用计算实验方法研究系统主体交互模型，为后续研究奠定了方法论基础。
