呼包鄂城市群与产业集群耦合机理及耦合发展模式研究

There have been formed a lot of urban agglomerations with the acceleration of industrialization and urbanization,and the degree of association between the cities have been strenghend.With the constant strengening of division of labor and specialization.the cluster economies becomes the core and the main driving force for the regional economic development.The economic growth rate of Hu Bao E area is showing the fastest increasing trend among the area of urban agglomeration in China during the past 10 year,and it is the main area to promote the economic development in Inner Mongolia,the GDP of Hu Bao E area acounted for 58.7 percent of Inner Mongolia in 2012.But there has many problems in regional development,such as coordinated development of urban agglomerations and industrial clusters. Would the coupled development be come true between urban agglomeration and industrial cluster? What is the degree of coupling in this stage?How to promote the coupled development between urban agglomeration and industrial cluster?And what are the coupled mechanism in them? In response to these problems,This study will analyze the coupling degree of the urban agglomeration and industrial cluster in Hu Bao E area by the coupled econometric model through constructing the index system of urban agglomeration and industrial cluster after learning entirely the research related at home and abroad. And it will research the new development patterns of urban agglomeration,discuss the coupled mechanism and coupled effects of urban agglomeration and industrial cluster in Hu Bao E area, apply coupled bonus model to make regional comparative analysis of the urban agglomeration of different development pattern. The study, ultimately, is trying to find the problem,the cause and the countermeasure of urban agglomeration and industrial cluster in Hu Bao E area,so as to establish coupled development pattern,and it will push forward the sustainable development in Hu Bao E area.

工业化与城市化进程加快以及城市之间关联程度的不断深化，我国形成了多个城市群。区域经济分工和专业化的不断加强，集群化经济体已经成为地区经济发展的核心和主要推力。呼包鄂城市群是我国近10年来经济增长速度最快的城市群，是内蒙古经济发展的主要推动区域，2012年该区域地区生产总值占内蒙古的58.7%。但在发展过程中存在着城市群与产业集群不协调发展问题。呼包鄂城市群与产业集群能否实现耦合发展？现阶段耦合度如何？如何促进二者的耦合发展？如何形成二者的耦合机理？如何构建二者的耦合发展模式？必须关注并予以解决。项目组通过构建城市群与产业集群指标体系，利用耦合计量模型分析呼包鄂城市群与产业集群的耦合度；研究新的城市群发展模式；构建耦合红利模型，对不同城市群发展模式进行比较分析；探寻呼包鄂城市群与产业集群耦合发展存在的问题及原因，探讨二者的耦合机理及耦合效应；确立耦合发展模型；以推动呼包鄂区域经济可持续发展。

呼包鄂城市群作为西部民族地区经济增长最快的城市群，已经成为内蒙古重要的经济增长极和经济发展质量提升的重要引擎。产业集群与城市群耦合发展水平会对呼包鄂城市群经济发展质量产生重要影响。本课题的主要研究内容和重要结果主要体现在以下几个方面。.（1）呼包鄂城市群与产业集群耦合发展水平的测度和评价。通过构建城市群与产业集群耦合发展评价指标体系，采用层次分析法，利用耦合度模型和耦合协调度模型进行测度，结果表明，呼包鄂城市群与产业集群处于低水平的高度耦合状态，呼包鄂城市群发展水平和产业集群发展水平均处于发育阶段；耦合协调度处于调和状态，基本属于勉强或初级协调发展类；产业集群发展滞后于城市群发展。.（2）呼包鄂城市群与产业集群耦合发展机理和耦合发展模式的研究。受市场发育程度等的影响，政府在城市群建设和产业集群发展方面起着举足轻重的作用，形成了以政府为主要推动力的耦合机理和耦合发展模式。从发展趋向上看，会逐步过渡到政府市场混合驱动模式和市场驱动模式。今后一定时间内，主要是政府市场混合驱动模式。.（3）哈长城市群、辽中南城市群和长株潭城市群与产业集群耦合发展水平的比较与借鉴。利用相同研究方法分析表明，三个城市群耦合协调度基本处于调和状态，产业集群发展相对滞后于城市群发展。但几年，辽中南城市群、长株潭城市群装备制造业和高新技术产业集群发展势头较好。城市群应着力发展特色优势产业集群。.（4）呼包鄂城市群“五化”协同发展水平评价。通过构建评价指标体系，利用熵权法和耦合分析模型对呼包鄂城市群“五化”协同发展水平进行评价，提出了存在的问题和实现协同发展的路径。呼包鄂城市群“五化”协同发展水平的提升会进一步提升城市群与产业集群的耦合发展水平。.（5）呼包鄂城市群经济高质量发展水平评价和路径研究。城市群与产业集群的耦合发展是实现城市群经济高质量发展的必然选择。通过构建城市群经济发展质量评价指标体系，利用主成分分析法进行评价，提出了面临的困境和破解措施。呼包鄂城市群经济发展质量的提升既是耦合发展的结果，又能进一步提升耦合发展水平。
